Since our higher education started to transfer from the previous elite education topopular education, establishment and perfection of the quality evaluation system havebeen demanded. How to evaluate the staff in higher educational institutions of theiroverall performance based on comprehensive evaluation in order to carry it out as theeffective mechanism has been the emphasis of governance and creation of highereducation. The establishment of the performance evaluation system of teachers ofhigher educational institutions will greatly influence the assessment of teachers ofhigher educational institutions. It will affect not only the employment and promotionof the staff, but also their engagement and value orientation in teaching and researchdirectly. To great extent, it will have the leading impact on the development ofteaching career, various sorts of work on campus and development strategy of thehigher educational institutions.How to mobilize the human resources of higher educational institutions andutilize the creativity of teachers is an important issue for the realization of theinstitutions’ strategic target. To solve this problem, scientific and effective humanresources evaluation system of higher educational institutions must be established.The purpose of the performance evaluation system of teachers of the highereducational institutions is to set the equal, and fair competitive environment amongteachers; spark the spirit of enterprise; establish the corresponding motivatingmechanism and promote the initiatives of the teachers.The significance of evaluating teacher’s performance is that we can find theproblems and analyze them to search for the causes. Based on this, we may take somemeasures to solve the problems, different solutions for respective problems; monitorthe whole process; promote the comprehensive quality of teachers; and make thereasonable optimization of institutional resources. It will affect the furtherdevelopment of our higher educational institutions and various sorts of nationalcareers. In light of such background and significance, and combined with the particularnature and the problems of the performance evaluation system of teachers of thehigher educational institutions,this research puts forward the design of performanceindicator system based on the development strategy of higher educational institutions.Starting from the particular nature of the performance evaluation of collegeteachers, the basic idea of writing this thesis is, firstly, a theoretical description of thenature, features and principles of performance evaluation system of highereducational institutions. Secondly, based on the introduction and analysis to thecurrent researches and the experiences of the performance evaluation system at homeand abroad, the problems and disadvantages of our national performance evaluationsystem of teachers in colleges are pointed out, which directs our further researches ofthe performance evaluation indicator system. Then, absorbing the experiences of thecurrent researches and targeting the particular nature of the performance evaluating,this paper makes a further analysis into the performance evaluation indicator systemof higher educational institutions. In order to promote the targeted, effective andoperational features of the performance evaluation system of higher educationalinstitutions, this paper makes an empirical analysis of the performance evaluationsystem of teachers of Jilin provincial higher educational institutions, pointing out thedesign that we should evaluate and monitor the teachers from the perspective of thestrategic development of the institutions. Finally, this paper analyzes the possibleproblems and the corresponding solutions in the practical operations of this evaluatingsystem.
