Since the end of the last century, China’s rural areas has started a large-scale schoollayout adjustment mainly in the form of merger.After ten-years school layout adjustment,thereare some problems,such as security incidents often occur, dropout rates rebound, boarders aregradually showing a trend of younger age. The layout decision of the local government hassuffered a widespread suspicion of the community. But at the same time, with the changingdistribution of school-age population, it appears a large number of small-scale schools in ruralareas and highlights a series of problems such as weak teacher resources and lack of hardwarefacilities. Faced with these problems, the local governments fall into dilemmadecision-making difficulties. How to make decisions is a major and important problem whichwe have to face now and in the future.The author carried out in accordance with the three parts of research, which are surveyresearch, theoretical research and decision mode research. In order to comprehensivelyunderstand the current the problem of decision making for school layout adjustment, theauthor conducted a survey of six counties of three regions of China, and found that farmers’right of participation in decision-making are not guaranteed and decision maker is rathersimplistic.In addition, decision-making methods mainly according to experience and wereunscientific owing to the lack of a scientific, systematic, and three-dimensionalcomprehensive and integrated analysis. Moreover, because of procedures and methods ofdecision-making were not clear, it did’t estimate decision-making risk. Therefore, thereappear lots of problems, including the safety, physical and psychological, educational ofstudents, as well as strengthened the burden on farmers.The school layout adjustment is a process of rational value of the selection. China schoollayout adjustment has experienced three stages: function value rationality stage, pan-politicalvalue of rationality stage and economic value rationality stage, each stage has differentcharacteristics and problems. In the future, the value of rational will be from a singledimension to the multi-dimensional, and more reflect the will of the local farmers,as well asthe humanistic orientation.In order to avoid issues, we should consider how to intergredinstrumental rationality and value rationality,and how to coordinate and compatible ofscience, democracy, moral and justice.We must clear the three basic questions,which that“what”,“why”and“how can”beforewe answer the question of“how to”of science, democracy and moral and justice for ruralschool layout decision-making. It is the premise and the theoretical basis. Finally, the authordiscussed the theory, procedures and methods of scientific, democratic and moral of practice.
