At present, with the gradual formation of wide-ranging education concept, it becomes a common knowledge of social development that education must run through the whole life and extend to all areas of social life. That is to say, education gets closer to people’s life. Community education plays an increasingly important role in urban social life. As an important part of community education, community music education plays a special role in the construction of community. It acts as a bridge connecting the school education, social education and family education, which helps to satisfy community residents’spiritual pursuit, provides useful complement to school education, promotes the development of music education, embodies the concept of all-life education and is of advantage to form the educational strength by combination of school education, social education and family education.The author, who used to be a music major and now is a curriculum researcher, believes that on one hand, music is aesthetic and practical for which music is penetrating in our life. On the other hand, the effect and development of music education can hardly do without the development of curriculum resources. The diversity and appropriateness of curriculum resource determines the scope and level of the realization of curriculum goal. If there isn’t curriculum resource, there is a complete music curriculum. Community is rich in music curriculum resources whose development will meet the needs of the development of community music education as well as the needs of school music education. Based on the above viewpoint, this thesis, choosing Chinese urban community construction and curriculum reform of school education as the background and communities where urban schools are located as the research object, attempts to analyze problems and constraints that the development of music curriculum resource may be faced with and to explore the corresponding measures according to community education theory, practical music philosophy and curriculum knowledge theory.This thesis can be divided into five parts:The first part:introduction. This part includes the research questions, the research significance, the present research situation, the research thoughts, the research methods and the definitions of the main concept. First, based on the needs of the development of urban community music education and the reform of school music education, the research questions are raised. Second, it analyzes the present research situation and finds that research related to the development of Chinese community music curriculum resources is seldom. The current research focuses on the community education, the development of general curriculum resources and the development of music curriculum resources in school and mentions something related to the development of music curriculum resources when referring to the development of music curriculum resources outside school. Thus, this research is valuable. Finally, it analyzes the research thoughts, the research methods and the definitions of the main concept.The second part:the rational knowledge of the development of urban community music curriculum resources. This part aims to analyze and describe urban community music curriculum resources with a rational view. The main viewpoints are as follows. Urban community music curriculum resources can be mainly divided into cultural resources, human resources and material resources. These resources tend to present in forms of alive carriers or non-alive carriers. Besides the general features curriculum resources have, community music curriculum resources have their own features.The third part:the present situation of the development of urban community music curriculum resources. This part discusses the real background of measure construction by analyzing the present practice of the development of urban community music curriculum resources.The main viewpoints are as follows. The development of urban community music curriculum resources has gained some achievements which include the renewal of residents’notions, the exploration of the development of some community music resources and the promotion of support from government. However, many problems also exist which can be stated in the following five aspects:underutilization of material and environmental resources in urban community; underutilization of music cultural resources; failure in forming resultant force by those people who are excellent in music; separation of cultural activity related to music and limited attention to information-based curriculum resource. Factors leading to the above problems include those related to community as well as to school education and degree of government’s concern. It can be mainly seen in the following aspects. First, the value of music curriculum resources has not been fully recognized. Second, the proportion of community developers is uncoordinated and their capacity is insufficient. Third, school education neglected the community music curriculum resources to some degree. Forth, the strength government is driving to promote the development of community music curriculum resources is not enough. The fourth part:the theoretical support for the development of urban community music curriculum resources. This part discusses the theory foundation for the development of community music curriculum resources from the perspective of the view of curriculum knowledge based on constructivism, the philosophy of music education and the theory of community education. The development of community music curriculum resources can hardly do without the curriculum knowledge and the view of curriculum knowledge based on constructivism has great impact on the development of community music curriculum resources. For example, great importance is attached to the development of uncertain knowledge resources, of social activity resources, of background resources, of sharing meaning resources and of scene and event resources as well as to the developer’s role a learner plays in the development of community music curriculum resources. The philosophy of music education functions as the theory foundation for and the guide to the practice of music education. It believes that music is a matter of aesthetics and practice and the communication and spread of culture. It has its own social functions. Thus, the development of community music curriculum resource has to adapt to the learners’characteristics and cultural environment, stress the importance of the learners’personal practice and pay attention to the cultivation of community belongings. The theory of community education is developing. It has had some corresponding investigation for features, functions and curriculums of community education which provides a theoretical preparation for the development of music curriculum resources. It is required that the development of music curriculum resources should reflect the characteristics of community, the development content of music curriculum resources should correspond to the community orientation such as paying attention to disinterestedness and diversity of the resource content as well as to the unique feature of the community.Part five:the measures for the development of community music curriculum resources. The effective development of community curriculum resources and the full realization of its function that serves community and school must be based on the premise that constraints are broken through. This is discussed in this thesis. The basic viewpoints are as follows:the fully development of music curriculum resources in virtual community so as to improve the effectiveness of the development of music curriculum resources in virtual community; the cultivation of developer of urban community music curriculum resources and the realization of developer’s responsibility for the development of curriculum resources so as to improve their developing ability; the perfection of operations of the development of community music curriculum resources so as to optimize the technical work on the development of curriculum resources; and the intensification safeguard mechanism of the development of community music curriculum resources to truly realize the development of community music curriculum resources.
