Professional Degree Graduate Education Quality Assurance System

With the rapid development of economy, science and technology in China, the social economic structure, professional structure and employment structure have been subdivided more than ever. Professional degree graduate education aiming at training advanced practical compound people with professional skills has been developed vigorously, but the relevant training mechanism, management mode and external environment have not been ready for it, which has brought into being serious problems with educational quality. So it has become an urgent research topic of great theoretical and practical significance to establish a quality assurance system for professional degree graduate education that accords with the condition of China.The thesis consists of three sections (five chapters) including introduction (chapter one), theoretical research (chapter two to chapter four) and positivist anlysis (chapter five). The main points are as follows:The historical development and the present situation of the quality assurance systems of higher education at home and abroad are the factual basis for setting up the quality assurance system of professional degree graduate education while the theories of education system, education value and overall quality management and other relevant theoretical achievements jointly function as the necessary logical foundation.The organic constitution of the three parts, the self-management systems of the individual universities or research institutes, the government and social supervision and control system and the feedback system of professional degree graduate education quality which connects and conforms the internal and external, forms the basic framework of the quality assurance system of professional degree graduate education.The operating mechanism of the quality assurance system of professional degree graduate education is to achieve the overall aim of assuring the quality of professional degree graduate education by making comprehensive use of government macro-control mechanism, the mechanism of the self-assurance of the individual universities or research institutes, the participation and evaluation of social intermediary organizations and that of the market competition guidance.It has been found that there exist some obstacles to the present construction of the quality assurance system of professional degree graduate education such as the imperfect internal mechanism of quality assurance of the individual universities or research institutes, the impotence of the external supervision and control and the failure of interaction between the internal and the external. Therefore appropriate measures and countermeasures have been proposed: to improve the operating mechanism and strengthen the inward self-assurance; to optimize the environmental resources and reinforce the external supervision and control; to perfect the feedback system and enhance the sustained internal and external improvement.The originality of this thesis lies in the ideas of establishing the basic framework and the operating mechanism of the quality assurance system of professional graduate education.
