Education is the foundation of national revitalization and social progress, which is the basic way to improve the national quality and promote the all-round development of individuals. Level of higher education in one country may influence a country’s comprehensive strength to a large extent, so education as a knowledge industry becomes strategic assets gradually from one country to another. However, the shortage of input and lower efficiency of output greatly influence the development of education and human resource. Sino-foreign cooperation in running schools brings advanced education system, powerful teacher resources and funds, which makes up the inadequate of input in education. Since2003, the state council promulgated the regulations on Sino-foreign cooperation in running schools and the extent of it has been expanded. So far, there have been22provinces holding Sino-foreign cooperative programs on under-graduated education fruitfully. Recently, the scope has been expanded to post-graduated education even to other fields, but some problems emergence at the same time such as lower efficiency and superficial cooperation. Therefore, study on efficiency evaluation on Sino-foreign cooperative programs is to be vital and necessary, so this dissertation takes Sino-foreign cooperative programs on under-graduated education as research object to do deep discussion.In this paper, researches achievements of Sino-foreign cooperation in running schools are well studied, theory of social network analysis is used. Social network model is set up via exploring the present situation and problems of Sino-foreign cooperative programs. Additionally, data envelopment analysis (DEA) is applied to analyze the characteristics of20existing Sino-foreign cooperative programs in Heilongjiang Province, which helps to improve the theory and methods on efficiency evaluation on cooperative programs in higher education and provides decision-making basis to the future Sino-foreign cooperative programs.First of all, the research defines what is Sino-foreign cooperative program, what is social network of Sino-foreign cooperative programs on efficiency evaluation, and analyzes the formation mechanism of efficiency social network. Additionally, the research object is cleared. Based on these definitions, the dissertation explores the social network’s characteristics of Sino-foreign cooperative programs in running schools and provides a new scope and perspective on studying the efficiency evaluation of Sino-foreign cooperative programs.Then, based on the theory of social network analysis, the research sets up social network models and efficiency social network models of Sino-foreign cooperative programs from perspectives of provinces joining the cooperative programs with foreign countries, cooperative majors with universities which introduce the cooperation and countries as education exporter with majors; Then, it establishes the coupling relationship of the social network models. One was based on provinces joining the cooperative programs and finally built up Sino-foreign cooperation projects of output efficiency and education of the country’s social network model, a theoretical basis for empirical research was laid on the sino-foreign cooperation in running schools.Thirdly, in the dissertation, Data Envelopment Analysis (DEA) is applied to make an empirical research on30cooperatives programs in Heilongjiang Provinces which has the most cooperative programs in running schools in China. The social network models of cooperation efficiency and education exporting countries is verified. According to the result of empirical study, strategy of regional alliances can be formed in the future development, professional college should choose professional expertise and highlights on the choice of output alliance strategy on developing overseas resources.Last but not least, the discriminant methods of cooperation in running schools are found such as support vector machine (SVM) combining with PSO methods to discriminate what kinds of students are suitable for attending the Sino-foreign cooperation projects. Relevant discriminant vector machine (RVM) algorithm is used to discriminate what kinds of colleges or universities are suitable for sino-foreign cooperation in running schools.
