The national strategies of 'Quality Strengthens the Country' and 'Quality Priority' implies that quality has become the key of China's industrial transformation and upgrading,even the core competitiveness of China's manufacturing industry.The implementation of quality work relies on the quality management talents(QMT),and the building of high-level QMT team cannot develop without an effective talent cultivation mechanism and mode.To optimize the configuration of resources and improve the efficiency of resource utilizing,it is necessary to reasonably evaluate the effectiveness of the cultivation mechanism and mode for QMT.As one of the most important indicators,the Input and Output Efficiency Evaluation(IOEE)has been paid much more attention to in QMT cultivation area.This dissertation systematically investigates the methodologies and applications of IOEE of QMT.The findings of this research have significant academic meaning and application value to develop theoretical system,complete evaluation means and also optimize resource configuration for IOEE of QMT.The theoretical and empirical researches on QMT input-output efficiency were analyzed systematically in this work.Firstly,the factors which may affect the QMT input-output efficiency,such as human resources management,quality management,input-output analysis,data envelopment analysis(DEA)and so on were discussed,and the unique advantages of DEA were summarized.Secondly,three evaluation indicator systems were built based on the summary of the domestic and foreign research on input-output efficiency analysis.In accordance with the questionnaire face to companies and universities,the empirical research was accomplished,and the basic situation of quality management talent input-output was acquired.Then,the comprehensive evaluation and redundancy analysis work of several provinces was accomplished.Finally,according to the advanced foreign experience and the domestic shortages on QMT cultivation,the policy suggestions were proposed based on the theoretical and empirical research work.(1)The input-output efficiency elements have been analyzed.Normally,a system is considered as a 'black box',the whole input and output of which,instead of the internal parts,are used as direct evaluation indicators to analyze the internal relation as well as the comprehensive performance.Thus,this dissertation has analyzed the input-output efficiency elements and the features,which are of great significant.(2)The QMT input-output efficiency analysis method based on DEA was proposed.According to the QMT input-output elements,three evaluation indicator system was built based on the summary of the domestic and foreign research on input-output efficiency analysis.7 indicators were contained in the first level index and 13,33 indicators were contained second,third level indexseparately.Then,under the hypothesis of constant returns to scale,the QMT input-output efficiency analysis method based on DEA was proposed according to the indicator system.(3)The empirical research on the QMT input-output efficiency analysis of China was conducted.The questionnaire was designed,and the survey work covers 23 provinces,more than 20 different industries,179 companies.The samples contain 52468 QMTs and 256401 skilled talents.Then,the statistical analysis of construction of China's overall quality management talent structure and input-output indicators were accomplished according to the survey data.In according with the correlation analysis and DEA method,the QMT input-output efficiency evaluation and redundancy analysis were finished.The QMT input-output efficiency analysis results showed that the strong-efficiency region proportion of China was small.Also it found out that the input redundancy phenomenon was common in most of provinces,however,the output shortages was obvious.The redundancy of the governmental financial support and the shortage of the high grade title are the most obvious.(4)Some appropriate political suggestions for IOEE of QMT have been proposed.According to the problems discovered by the empirical analysis,such as shortage of both quantity and total input in QMT,imperfection on education and evaluation systems,this dissertation suggests that four aspects should be enhanced to improve the input and output efficiency of QMT,including the cultivation management mechanism,education and cultivation system,investment intensity and publicity strength.This dissertation addresses the issue of DEA based IOEE of QMT by theoretical analysis and empirical research.The IOEE and redundancy analysis of QMT are respectively carried out with systematic investigation and survey in major provinces and cities.It is suggested that four aspects should be enhanced to improve the input and output efficiency of QMT,including the cultivation management mechanism,education and cultivation system,investment intensity and publicity strength.In future,the indicator system and evaluation method can be further optimized and the width and depth of investigation can be also extended.
