The core question of "what type of persons to cultivate and how to cultivate them" must be answered correctly to ensure that the education can meet the needs of the people. The Decision of the Third Plenary Session of the18th CPC Central Committee states clearly that to fully implement the Party’s education policy, it is the basic task to take high moral values establishment and people cultivation. Universities must place moral education on the first place and strengthen work of moral education to realize talent cultivation goals of the party and the nation. As a systematic project, the quality of moral education depends on function of every factor of the system. Whereas higher vocational education cultivates technical expertise and vocational skills of students to great extent, it is still of truth that graduates in higher vocational colleges are not superior in ideological and moral quality, and moral idea, in particular, in deficiency in social morality and professional ethnics, which leads to the risk of professional ethnics after students begin to work. Nowadays, the phenomena widely exist that some higher vocational colleges attach "more attention to skills than to morality", which causes inefficient operation of moral education. So the moral education gets stuck in the bottleneck and dilemma, which directly challenges the present moral education in higher vocational colleges. Therefore, it is imperative to make further research of the moral education system in higher vocational colleges, as the understanding of talent training mode in those colleges has been constantly deepened.In the guidance of Marxism, the paper uses and draws theoretical achievements of moral education system at home and abroad. It combines the practical situations of the moral education system in Chinese higher vocational colleges, intensively studies the system, and explores feasibility of solution to the dilemma of the moral education system in higher vocational colleges.In Part1, it systematically states the theoretical basis of moral education system research and the related notions. It interprets the theory of moral education in Marxism, the theory of moral education of the Communist Party of China, and subjectivity theory of moral education and system theory. It explains relevant notions of university moral education system, which lays a theoretical basis for further research.In Part2, it combs the development of moral education system and analyzes the existing problems and causes. It points out that the current moral education lacks the integrity, hierarchy, pertinence and ductility, and deeply analyzes the existing problems in the present higher vocational moral education system. The reasons are attributed to the "Five Types", namely "fuzzy" of moral education theory,"marginalized" of moral education,"anomie" of social morality environment,"non-unification" of moral education resource,"heteronomy" of the main body factors of moral education. Through analyzing the restriction factors of the moral education system, the basis is provided for the integration and innovation of moral education system in high vocational colleges.In Part3, it introduces the goals and basic principles of integration and innovation of the moral education in higher vocational colleges. It mentions that the goals adapt to the fundamental requirements of talent cultivation in higher vocational education in China, basically covers all the stages of moral education in higher vocational colleges, embodies the characteristics of higher vocational moral education in China, and completes the overall construction of the moral education system in higher vocational colleges. On the basis, the basic principles for the integration and innovation of the moral education system should be followed:adhere to the leading of socialist core value system, adhere to satisfaction of the demand for economic and social development, adhere to the improvement of the comprehensive quality of vocational students, adhere to the principle of overall construction of moral education system, adhere to the principle of combining inheritance and innovation.In Part4, it discusses the main contents of integration and innovation of higher vocational moral education. The first one is to integrate higher vocational moral education target system, to locate the overall goals and subitems, to decompose grade moral education target, to smooth "entrance" and "export" target, and to cooperate school, enterprise, family moral education target. The second one is to integrate higher vocational moral education content system, to implement moral education "five elements" hierarchical teaching, to carry out values, outlook on righteousness and benefit and economic ethics education, and to strengthen basic morality, moral education of the bottom line, through the implementation of occupation quality, employment and entrepreneurship education. The third one is to integrate system of solutions to moral education, to play a role of main channel of ideological and political theory course in higher vocational education, to strengthen the moral education infiltration of each major and discipline in higher vocational colleges, to create "five aspects of education" of higher vocational moral education pattern, and to integrate school, family, society, enterprise, network moral education resources. The fourth one is to integrate the moral education method system, changing from indoctrinating one-dimensional method to dialogue type of multidimensional method, from the closed education to open education, to realize the combination of dominant and recessive moral education, and to explore the change from knowledge oriented teaching method to the project teaching method. The fifth one is to integrate moral education management system, to smoothen and improve leadership system in moral education, to stabilize and strengthen full-time and part-time work groups of moral education, to establish and perfect the moral rules and moral education network, and to create "five-level supervision system". The sixth one is to integrate moral educational evaluation system, to organize diversified evaluation subject, to enrich three-dimensional evaluation contents, and to expand various evaluation forms.In Part5, it deals with the implementation mechanism of integration of higher vocational education system. The first is to establish the whole-staff-participation management mechanism of the moral education in higher vocational colleges, including the establishment of the moral educational respective management mechanism of rights and responsibility, to establish normalized evaluation index system, to establish multiple moral education fund guarantee system, and to innovate scientific research management mode. The second is to establish coordination mechanism of higher vocational moral education system with a resultant effect, including strengthening moral education resultant construction of school, enterprise, family, strengthening resultant construction of moral education, intensifying the resultant action of subject of moral education, and to innovate resultant interaction of carrier of moral education. The third is to establish "Five Aspects of Education" of higher vocational moral education work mechanism, including teaching and educational systematization, educational management standardization, service and educational humanization, producing and educational characteristics, and environmental educational thematization. The fourth is to establish self-discipline mechanism of moral education system, including establishing students’moral self-discipline organizations to strengthen subject consciousness, forming a good atmosphere for individuality education and cultivation by relying on the party and league organization, and encouraging students’self-education by making use of club activities, and establishing moral education development archives of self-management and evaluation.The aim of integration and innovation of the moral education in higher vocational colleges is the bottleneck of higher vocational moral education, and the practical methods and measures are mentioned to implement higher vocational moral education system, which is the one of overall process, overall function, overall dimension, entire personnel and subjectification. The final aim is to improve pertinence and effectiveness of the moral education.
