The Report to the Eighteenth National Congress of the Communist Party of China sets to bring out the full potential for development of higher education, which can be executed by the National Education Reform and Development of Long-term Planning Programs(2010-2020), planning to cultivate a large number of top-notch innovative elites. It is responsible for colleges to research how to cultivate top-notch innovative talents with lofty ideal and social responsibility. No doubt, ideological and political education in colleges plays critical role in the research.In the critical time of our national reform, university students are characterized by dramatic changing conceptions and diverse values, which makes it incompatible for the ideological education to be uniform and collective. Personalized ideological and political education is essential for elites to meet their demand in new situations, to have their inner development, to allay their growing, and to help the cultivation of elites out of dilemma.The personalized ideological and plitical education can be understood from three aspects: first, it is human study, that is, based on the three natures of people, physical, social and spiritual, it cultivates top-notch innovative elites according to some social norms; second, it is of sociology, that is, based on the three needs for socialization, development and respect, it cultivates top-notch innovative elites according to situation-related and all-member demands; the third is of diversity, that is, it varies for different regions, different universities, different students and different approaches.There are four focuses in the cultivation of top-notch innovative elites: the first is upholding four principles( subjectivity and aim principle, scientificness and pertinency principle, diversity and gradualness principle, practicability and effectiveness principle); secondly, forming a coherent system, which is to encourage the positive individuality while restraining the negative one in education, to promote the conversion from actual individuality to idealistic one in heart, to achieve the cohesion of being taught and self-teaching in situation, to enforce the support of college in system; thirdly, holding three points, that is enforcement of socialism core value, fulfillment of ideological and political education by talent selection system and tutorial system, establishment of scientific and effective management mechanisms for ideological and political education; finally, acquiring nine approaches, which is considering subjects and grades, understanding study and life of students, communicating individually, specific guidance for occupation plan, applying incentive mechanism rationally, rectifying deviation, connecting emotional education and rational education, improving exam evaluation system, and make best use of dual tutorial system in undergraduate education.The assessment of personalized ideological and political education for top-notch innovative elites is important. There are five combinations in assessment: combination of knowledge assessment with value assessment, combination of internality with externality, combination of potentiality with actuality, combination of precision with vagueness, combination of individual assessment with social assessment. There are still many problems in ideological and political education for top-notch innovative elites, such as, single standard, insufficient participation of students, lack of efforts and response, etc. As a solution, we create a new kind of assessment, comprehensive qualities defense of top- notch innovative elites. Facing the defense group constituted of teacher representatives, officers in lab, all instructors, head teachers and representatives from lower grades, elites shall review, generalize and summarize their life, study and ideological morality incollege. Fairly mature experience has been gained in the pilot project launched more than six years ago in the national chemical base, which provides testament for the ideological and political assessment for innovative elites.Personalized ideological and political education for top-notch innovative students is a new theory and a new subject, so it requires endeavor by people from educational community and all social sectors.
