In recent years, with the rapid development of society and the deepening of reform, China has undergone tremendous changes in the internal and external environment of universities. Campus emergencies frequently occurred in colleges and universities. Because of the features of suddenness, destructiveness, uncertainty, and pervasion, emergency brings serious threat to the normal teaching, management of colleges and universities and college students’life, even seriously damage the college image and reputation. Accordingly, the Eighteenth National Congress of the CPC put forward:under the guidance of "ensuring that the ambitious goal of well-off society will be fully completed in2020", how to maintain the stability and development, effectively prevent and deal with all kinds of incidents has caused great attention of educational circles and society. Strengthening the ideological and political education and counseling in coping with campus emergencies has gained a theoretical and realistic significance.Based on the thirty-five years social reality since the reform and opening up in our country, and with the guidance of Marx’s methodology, this paper conducts a research on campus emergencies from the perspective of ideological and political pedagogy, psychology and sociology. The function of "Soft Weapon" in preventing and coping with campus emergencies can be realized by means of integrating ideological&political education into the three stages of campus emergencies, including incubation, outbreak, and coping with the aftermath. In addition to the introduction, this paper consists of five chapters, starting from exploring the theoretical basis of ideological and political education in coping with campus emergencies in colleges and universities. The research is conducted on the basis of Marx’s theory about human behavior, the ideological and political education counseling theory and dynamic management theory about human behavior. This paper further explores "why" to carry out the research on ideological and political education counseling in coping with campus emergencies, dredging the theoretical and practical values of ideological and political education counseling in coping with campus emergencies; then analyzing the current situation, characteristics and causing factors of campus emergencies, and tries to answer the question of "what it is". Furthermore, this paper try to analyze the existing problems and the main characteristics of unexpected events in Colleges and universities ideological and political education counseling theories, putting forward the main problems we encountered in the process of coping with campus emergencies by means of ideological&political education and counseling, including the contradictions between the certainty of counseling objects and the uncertainty of counseling process, the legitimacy of the counseling requirements and the illogicality of target demands, good wishes and limited capabilities, accurate recognition and prolonged execution. Finally, the implementation of the "how" question, detailed analysis of paths and measures of universities emergencies’ideological and political education counseling and specific guidance application of ideological and political education. We need to focus on " the persons" when we prevent, make response and cope with campus emergencies in colleges and universities. It gives full play to the ideological and political education counseling theory in universities emergencies’ prevention, response and disposal of the "soft weapon" role, through the ideological and political education counseling, transferring social energy, strengthening college students to deal with emergencies consciousness, enhancing the ability of college students to deal with emergencies, reducing all kinds of instability and uncertainty which affect the stability of colleges and universities, providing strong theoretical support for the construction of a harmonious campus. Simultaneously, this paper tries to provide some beneficial suggestions on promoting the modernization of social administration system and governing capability, by means of the effective construction of preventing mechanism and timely smoothing over the contradictions in the process of preventing and coping with campus emergencies.
