College admissions system is the state’s basic education system. It concerns the development of the country and student’s future. National University is the best university in China. Its admission system is extremely important, very complicated and sensitive. This issue is of noticeable importance, and scholars have been concerned about this problem, but previous studies are not well enough. Previous studies mainly focus on admission policies, and its development process. This article focuses on the mechanism of enrollment, implementation, its influencing factors, and problems, results, in order to provide reference for the college entrance examination reform.Development of National University is necessary conditions for this study. The numbers of universities, students, and disciplinary systems of science have rapidly developed. Universities had testing rights during the period of Beiyang government. Ministry of education gradually took over the admissions service in the period of Nanjing National Government. Later, university and Ministry of Education shared the right of admission. The right of recruiting students is of great significance, so we divide the development of admission into three periods according to the change of admission right. They are free admission stage (1912-1932), control enrollment phase (1933-1940), the regulation of enrollment phase (1941-1949). Admission forms are about organizational body, selection methods, and examination methods. It includes who host admission, central government, local government or university, examination or recommendation, uniform examination or separate examination. Admission content is the main carrier, which determines the effectiveness of admissions. It involves test subjects, exam content, exam changes, etc. Test subjects develop toward either differentiation or integration. We must transform the old examination system by scientific method. There were three debates about the enrollment system in Republic of China, and it promoted the modernization of examination culture. The fraud in examination has bad influence, which reflects certain social issues. Enrollment opportunity of National University is an important issue. We analyze this problem by three aspects:the regional distribution of National University, regional distribution of the students, the class distribution of students. National University was mainly set up in the eastern region, only few students from west area entered college, students of advantage class were main part in college. This shows that the national university enrollment opportunity is unequal. The ministry of education tried to solve this problem, but failed. Exceptional admission of National University has practical significance. There are four systems of special enrollment policy, special policy for overseas students, for minority students, for soldiers, and for members, civil servants, staff, etc. These policies were beneficial to the unity and development of the country, but it also damaged the government’s credibility, destroyed the educational fair. Independent enrollment system caused a lot of problems. These problems are confused admissions criteria, being divorced from the teaching of middle school, fuzzy admission, imbalance in the number of arts and science students. Government tried to solve these problems, and obtained apparent effect. The reorganization of admissions caused serious disturbance. This is beyond the scope of education, reflecting the faction and other issues.Characteristics of National University admission are as follows. First of all, the evolution process of the National University admission is struggling for power. Secondly, the admission of National University faces many dilemmas. Finally, the admission of National University is transitional reform. Experiences of National University enrollment are as follows. Firstly, standards of admission emphasize on being comprehensive and academic. The examination must be scientific, diverse, and selective. Again, the admission of college put emphasis on test fairness. Finally, the special policy of admission is compensatory. Examination-oriented education system had become a major problem in Republic of China. Unified entrance examination system was not the root of the problem, while cultural traditions have a huge impact on it. We can not cancel exam. Examination-oriented education system is inevitable.
