The advent of knowledge economy has exacerbated talent competition aroundthe world. Education, as a basic strategy development of a country’s talent, isincreasingly protruding in the social and economic status, what’s more, the world hasentered the "education plan" and "education reform" era. With the deepening of thereform and opening up, our country also gradually pays more attention to theinternationalization of higher education, and has built the great dream of "educationpower".Therefore, Using "sent to" and "please come in" measures etc by constantlyabsorbing advanced experience, to develop international exchange of education inmany fields actively, has been become important paths to improve the internationalcompetitiveness of higher education, and to realize the “education power”dream.Xinjiang province locates in the hinterland of the Eurasian, which is ourcountry’s east-west alliance bidgehead and has many peripheral and neighboringcountries, such as,Kazakhstan, Kyrgyzstan, Tajikistan. As the west vanguard in China,how to use its geographical advantages, cultural advantages, and the externalenvironment advantages to strengthen higher education cooperation with central Asiancountries is one of the important strategies of “opening to the west”. Also how toreinforce the intensity of foreign exchange of Xinjiang and improve the level ofeducation internationalization has been become the important research topic ofautonomous region and even the country.This paper researched on the theme of higher education cooperation betweenChina Xinjiang province and Central Asian countries, with the aid of interdependencetheory, human capital theory, comparative advantage theory, national competitiveadvantage theory, game theory and the theory of economic integration, combined withmanagement, economics, geopolitics and international relations etc. Firstly, the dissertation theoretically analyzed the dialectical interaction betweenhigher education and regional economic growth, and confirmed the existence of atwo-way causal relationship between China’s GDP and fiscal expenditure oneducation using cointegration theory and Error Correction Model. The results showthat in the long run, whenever the fiscal expenditure on education in our countryincreases by1%, the national economy will have a0.330347%increase; in the shortterm, the Error Correction Model in fiscal expenditure on education and economicgrowth is unconvincing, and its short-term effect is not obvious, so it is necessary toestablish a diversified investment and financing mechanism supported by the nationalfinance, and effectively play an active role in promoting higher education to economicgrowth, which aimed at emphasis on the economics significance of higher educationinternationalization.Secondly, the paper combed the higher education development situation andproblems of Xinjiang Province in China, Kazakhstan, Uzbekistan, Kyrgyzstan,Tajikistan’s, and also forecasted the future development prospects.Again, this paper analyzed the necessity of higher education cooperation betweenXinjiang Province in China and five central Asian countries, summarized itsadvantages from aspects of geography, language environment, humanities, disciplineand economic development, and also dissected the opportunities of higher educationcooperation from the perspectives of the establishment of Shanghai CooperationOrganization, China WTO accession, large-scale development in west China and theconstruction of Silk Road Economic Zone.Then, this paper scanned the higher education cooperation status betweenXinjiang and the central Asian countries from in many different aspects, such as theplatform and mechanism construction, the Chinese international education, educationfor students studying abroad, chinese-foreign cooperation in running schools, andregional and national research, and dug deeper into the existing problems. Finally, this dissertation summarized higher education cooperation experienceof America, Britain, Japan, Australia, Germany, Russia and China-Asean and drewinspiration for China on this basis.and explored the higher education cooperationgeneral thought, Strategic vision, cooperation mode and cooperation mechanism forCentral Asia, and put forward the corresponding strategy combined with the actual, inthe hope of promoting the level of higher education cooperation, comprehensivelyimproving the standard of Chinese higher education cooperation, and speeding up theinternationalization of higher education in China.
