Research On The Cooperation Mechanism Between Non-Central Cities And Local Universities

Xi Jinping emphasized the importance of improving the capacity of education to serve for the economic and social development on the national education meeting.Colleges and universites as the main gathering place of talents,colleges and universities are playing an increasingly important role in serving social development and providing an innovation-driven force for local development and construction.Higher education can train suitable talents for local development,scientific research can turn the research direction to suit for local economic and social development and provide practical services for the society.However,it is necessary to deeply carry out cooperation between schools and localities to build a thorough social service system.By taking the National University of the Inner Mongol as the study case,this paper is based on the reality of cooperation between the local government and colleges and universities is one of the important ways for colleges and universities to serve the local construction and development and considered the international and domestic research trends of schools and localities cooperation,adopted research methods such as documents analysis,case study,questionnaire survey and interview etc.,based on the theory of government function and the theory of university function,studied the current situation of cooperation between cities and schools,found out the existed issues through analysis of the collected materials and surveys and analyzed the causes of the issues,suggestions are put forward from 4 aspects such as reinforcing the cooperation,establishing leadership responsibility mechanism,establishing a thorough city-school cooperation system and a safeguard mechanism etc.Based on the study of cooperation mechanism between Tongliao city and the National University of the Inner Mongol,this paper combined theory with practice,which can not only effectively improve the results of cooperation of schools and localities and improve the cooperation of schools and localities mechanism,but can also provide practical examples for other cooperation of schools and localities of similar nature.
