The rapid development of information technology, which is changing people’s mode of living and studying, is now penetrating into the field of higher education. Its combining with teaching practice results in fundamental change in teaching thoughts, systems and methods. The deep impact on undergraduate education and teaching developments has to catch our attention.The author has been working on educational technology in local economic universities for a long time, hoping to promote the technology in teaching and making it an indispensable part of undergraduate teaching to improve teaching effect. In literature review and on-the-spot investigation the author find people have misunderstandings in the application of information technology, both in theory and in practice, which leads to poor application of information technology. What we lack more is the actual effect research towards class teaching application. To broaden the theories and supply some effective application forms on information technology in financial undergraduate education, this paper focuses on the following fields:Ⅰ. Changing. The flying development and abroad application of information technology has been used towards various fields on economics society. It has brought out some changes towards social structure and showing out some new characters. Among those, there is a new demand on talents training in higher education. What’s needed much more is creative applicable talents, who can adapt to the information society actively. Elite education has to be replaced by mass education, this has brought out changes and transformation to some higher education. Local Universities has to relocate their goals on talents training, and this is the background that local economic or universities has come out.Ⅱ. Reasons. Information technology is a new teaching method. It can be very useful to strengthen teaching time and space, shift teachers and students working methods, broaden teaching contents, and enrich teaching resources. But on the actual effect, the use of information technology has been staying at very low stage of application. The main reasons might be related to the stage of applications competency of teachers and students, the factors of information technology, universities’ policy orients, and checking-estimating modes.Ⅲ. How to solve it. With the help of systematical thoughts of Five New Concepts (New technology, new methods, new modes, new mechanisms and new ideas), this paper has brought out four all kinds of strategies, according to the characters of economical universities.(1) The teaching concepts of running a school openly, students’participating in teaching, experiencing studying.(2) Applying information technology scientifically, Making it effective teaching(3) Raising the information or accomplishments on teachers and students(4) Building up sustainable ensurance mechanism on the application of information of technology.Ⅳ. Practice and innovation. On the basis of the above mentioned theories and the talents training goals towards local economical universities, the author is using case study on Guangdong University of Finance and Economy, doing research and practice through various fields including daily classroom teaching, experimental teaching, teaching management, and the estimating towards teaching and studying, trying to figure out the deep convergence path uniting information technology and undergraduate financial education.Upon research, I came to realize that a transformed education is needed in such a changing era, which points directly to the shift of local universities, whose most significant task is training talents, the key section of which is teaching. And the best way to reform our teaching is to adapt relative information technology, although it will surely go ahead step by step.What’s more, we should understand the application of information technology dialectically. Therefore, this paper reveals the basic rules on how it enters the teaching process, putting it under consideration of the whole situation of teaching systems. It studies the potential vs. actual teaching value of information technology, as well as various possibilities on how to combine it in depth with undergraduate education in universities on Economics. At last, referent informationalized teaching modes are formed. I believe that all these theories and practices are of value on directing teaching reforms as for training qualified, applicable talents of undergraduate universities on Economics.
