The report of the18 th Party’s Congress definitely pointed out that making efforts to run people’s satisfaction education and deepening the comprehensive reform of the field of education, so that promoting the development and improving the quality of education, and constantly eliminating the constraints of system and mechanism obstacles in education development and innovation. Higher medical education system as an important foothold in the reform of medical education adapts to the development of the pharmaceutical and health system, and ensures the quality of medical education. And it plays an important role in improving people’s lives and health level. How to make the higher medical education career adapt to the social development and meet people’s needs is a major issue that the new era educators are facing. This study proposes suitable measures of reform and development in higher medical education management system and operation mechanism through the in-depth study of the domestic status quo and contrastive analysis of the status quo at home and abroad in affiliation, resource allocation, academic degree and quality assurance, and at the same time based on in search of higher medical education system inadequate and learning from foreign advanced experience. The full text is divided into eight parts:Part one: defining the relevant concepts of medical education system, analyzing and elaborating the background of the issue to provide theoretical guidance for further researching.Part two: discussing the historical evolution and development reform of Chinese higher education management system, including macro management system of higher education and the internal management system of colleges and universities, among this the investment system of higher education as an important part being to be discussed in detail. The research and discussion of higher education management system is also highlighting the history of the development and reform of higher medical education management system and operation mechanism.Part three: from the theoretical value and practical significance of higher medical education reform in both analyzing the necessity of higher medical education reform in our country.Part four: sorting out and intuiting the characteristics of higher medical education management system abroad represented by Britain, America, Japan, France the four countries, summarizing their advanced experiences in education management system.Part five: through referring to health statistics yearbook, education statistics yearbook and consulting experts to precede in-depth analysis for the medical education management system of our country.Part six: comparing similarities and differences between domestic and foreign medical education system from four aspects including affiliation, resource allocation, academic degree and quality assurance.Part seven: putting forward proposals for the reform of higher medical education on the basis of analyzing the status quo of higher medical education of our country and comparing differences in medical education system at home and abroad, consulting suggestions of the experts and students through the questionnaire,Part eight: for the defects and deficiencies existing in affiliation, resource allocation, academic degree and quality assurance this four aspects included in Chinese higher medical education system, putting forward improvement Suggestions for the higher medical education system in our country on the basis of drawing lessons from the advanced experience of foreign medical education system management and fully listening to the opinions of experts and students.
