In China's education system,higher education occupies an important position.With the development of the times,China's higher education has been running the system of tuition-charging and integration.Under the background of continuous improvement of education cost and price level,poor students has attracted much attention.In order to realize the equality of education,our country has formed free financial aid system,consist of National Endeavor Fellowship,National Grants and so on.In order to ensure successful implementation of the national policy,how to identify poverty students has turned into a key question in this study.Identifying poverty students is not only an important theoretical problem in educational research funding,but also a practical question in the implementation of policy.The accuracy of identifiable results directly affects the performance of state funded,and derermines whether the education resources can be located to the students who really need help.Based on my own practical experience in medical universities in Heilongjiang Province,we reviewed the status of research at home and abroad and applied Education Fair Theory to explore the status of students evaluation work of medical universities in Heilongjiang Province.This study found that the main problem of identifying poverty students in medical universities in Heilongjiang Province included identifying unreasonable identifying criterion,identifying procedure and identifying method.The main reasons of these problems are that subsidization for poverty students are free,our society lacks of sincerity,and checking the information of poverty students needs high costs.Aiming at the existing problems and reasons,the study applied analytic hierarchy process to construct the index system of identification poverty students,and applied fuzzy evaluation to comprehensibly evaluate the level of poverty students.In addition,this research also separately from the thought,system and identification itself put forward supporting measures for the identification poverty students.This study was concerned with the basic work of subsidy policy.The results are helpful to imply education policy,to promote the development ofuniversities,and to achieve education and social justice.
