Manufacture Industry Highly Skilled Personnel Training Mechanism Of Government Management Research

In the face of further adjustment of industrial structure, manufacturing industry as a strategic and pillar industry to promote the development of the national economy, need a large number of advanced-skilled talents. The advanced-skilled talents are the most important driving force for the progress of science and technology, also the key factor to change the mode of economic development in China. The lack of talent is fatal to the development of the economy. This problem is urgently to be solved by local government. In order to change the situation of lack of advanced-skilled talents in our country, strengthen the cultivation of advanced-skilled talents. Through comparative study of the domestic and foreign advanced-skilled talents training of the government management mechanism, it can be found insufficient. On the basis of summarizing the advanced management experience, the government plays a leading role in the construction of advanced-skilled talents, making scientifically to the scientific development plan, improve the policy and system, and strengthen the policy guidance of the construction of advanced-skilled talents. To establish an advanced-skilled talents work government department coordination mechanism, improve the evaluation and incentive system, create the social atmosphere of advanced-skilled talents, and strengthen the construction of advanced-skilled talents services to local economy is the key point of our article need to study.Taking Zhenjiang city as an example, this paper is based on the theory of western government function, human capital theory and other related theories. According to the problems existing in the cultivation of advanced-skilled talents in Zhenjiang, this paper analyzes the management mechanism of the government, combined with the advanced experience of foreign governments, tries to put forward some suggestions to improve the management mechanism of advanced-skilled talents training in Zhenjiang, to solve the cultivation lag and bottlenecks problem of advanced-skilled talents, to improve the management mechanism of talents cultivation, to promote the advanced-skilled talents training.
