The Study Of The System In American Public Research Universities Under Perspective Of Governance Theory

This paper takes the American public research university as the research object,under the perspective of governance theory, emphatically from the development process of American public research university governance、governance structure of the subject、power relationship among the main body、power operation process and its basic characteristics 、 institutional safeguard system 、 influence factors 、 the real challenges facing university governance and the enlightenment to the development of universities in China 、and etc,trying to clearly present a panoramic view of the American public research university management and to give more thorough deconstruction to the system. Full text consists introduction and six chapters, the introduction discusses the research origin、research value、research progress both at home and abroad and the research methods. The first chapter discusses the system of governance theory and the theoretical analysis framework of university governance,as the theoretical basis of this paper. The second chapter divides the American public research university institutional change into three periods : social participation 、national control and multigovernance,from four aspects to examine,such as the concept of university governance、the subject of governance structure、the process of power operation and institutional guarantee. The third chapter researches focusing on the governance model of public research university,which divides into three levels:internal governance structure and the power relations among them、power operation process of university governance 、 relevant institutional safeguards system of university governance,the internal structure of subject focuses on the top governance structure such as board、president and academic senate,and summarizes the power relations among university governance body as principal-agent relationship 、 the separation of powers relationship and shared governance relationship, the power operation process of public research universities is discussed from three aspects which are the production、the exercise and supervision of power to discuss,the related institutional safeguard system of the public research universities is examined from three aspects:the whole higher education、among universities and university itself.The fourth chapter studies the basic characteristics,from four aspects such as the diversity of governance subject、the base of governance coordination、continuity of governance rules and corporate trends of governance to explore. The fifth chapter from four aspects:government、market、higher education intermediary organizations and public research universities themselves,to summarize the influence factors of American public research university governance. The sixth discusses the main real challenges in the process of development of public research universities’ governance,they are contradiction between the administrative and academic subjects、functionalobstacle of the shared governance sustem、and teachers’ insufficient participation in the cohabitation relationships. At last,use the experience from research to express the suggestions on the development of higher education in our country.Through in-depth study the governance structure and power operation mode of American public research university,comprehensive investigation in the intervention from the outside and internal reforms slowly under the challenge of institutional response;Can understand the balance between the university autonomy rights and assume the public service in American public research university, its outstanding academic performance and large service function is the inevitable result of the gradually perfecting the governance structure. However,the governance mode fully pushing public research university into the market to relieve the development plight of fiscal inadequate, whether will brings an adverse effect on long-term future to academic research activities remains to be further investigation.
