The university-enterprise cooperation as an important way and institutional arrangements for development of national vocational education, has always been attached great importance by the Party and the governments. At present, university-enterprise cooperation has been carried out widely in the field of vocational education. But because universities and enterprises belong to different organization areas, with different core interests and value orientation, it is common that the university-enterprise cooperation is instable, is not deep and is nonstandard. To solve the problem, it is critical to optimize the system of university-enterprise cooperation. The domestic and foreign experts and scholars from different angle of view has studied the university-enterprise cooperation system for China’s vocational education, but overall, the results of these studies is lack of systematization and depth, and fail to combine with China’s specific national conditions deeply. This paper regards the Marxism, the Mao Zedong Thought and the Socialist Theoretical System with Chinese Characteristics as the guidelines, regards promoting people’s all-round development as the essential or core of system, and regards promoting the economic and social development as the goal of system, in order to construct the framework for analyzing the university-enterprise cooperation system in vocational education under the perspective of all-round development of human beings. This paper is divided into three parts, including the introduction, the text of four chapters(the subject of paper) and the conclusion.The introduction part mainly introduces the background, significance, overview and review for studies both at home and abroad, goals, contents, methods, and possible innovation of this study.The first chapter of the text introduces “the concept definition and the related theories of the university-enterprise cooperation system of vocational education in China”. Based on the concept definition for the university-enterprise cooperation system of vocational education in China, this chapter launches the theoretical analysis on the characteristics, the composition, and the power and mode of vicissitude, and expounds the basis theories of university-enterprise cooperation system from the Marxist classical writers, the Communist of China, the western economists.The second chapter of the text is about the “evolution of university-enterprise cooperation system of vocational education in China”. Since the establishment of new China, the university-enterprise cooperation system experienced three stages: The first is the period of planned economy; the second is the period of economic system transformation, the third is the period of perfecting market economic system. The author expounds the background, general situation and characteristics of system of three stages respectively.The third chapter of the text is about “the analysis on the current situation of construction of university-enterprise cooperation system of vocational education in China”. Based on the illustration on the effect of the system, this part focuses on analysis of problems and causes. Problems existing now in the university-enterprise cooperation include: formal system is not perfect;informal system is lacking; implementing mechanism is not optimized, etc. Causes are that institutional change is underpowered and uneven;system subject has bounded rationality; cross-border governance faces institutional barriers; market adjustment mechanism is absent;related supporting system is not perfect.The fourth chapter of the text is about “the countermeasures for promoting and perfecting university-enterprise cooperation system of vocational education in China”. Based on the foregoing analysis, this part proposes the following countermeasures: construct the value system of the university-enterprise cooperation governance of vocational education;perfect the laws and regulations system for university-enterprise cooperation of vocational education;optimize the organization and management system;establish the government purchasing public service system;construct the cultural mechanism for university-enterprise cooperation with Chinese characteristics; and perfect the supporting systems.The conclusion part summarizes the research on the construction of university-enterprise cooperation system of vocational education in China, and puts forward the prospects for future research..
