At present, the paper and pen test is still the main form of the college entrance examination, the spirit and the measures of the content and reform of the college entrance examination is to be expressed through the test questions. This paper is based on the Chinese test question of College Entrance Examination for the facts object, exploring the conception of ability in pursuit and performance by as much as possible objective description and analysis.Each big measures or results of Chinese teaching in middle school are clearly reflected by the structure and content in the entrance examination papers. Especially in the new era, ability training has become the most important personnel training according to the needs of national development. As the core of primary and secondary school education, the foundation of the course of Chinese teaching in cultured human problems has been changed from knowledge based on ability training. The system of questions in CEE has also endured the transition process from intellectual conception to conception of ability.We connect the CEE outline to the conventional division of language ability in Chinese language teaching in middle school, specifically analyzing the different capacity requirements of the corresponding standard. We connect the test requirements and content of Chinese test questions of CEE(CCEE) ability, according to the provisions of language proficiency level division and examine rules of the Chinese Syllabus. In accordance with the current volume of CCEE in different kinds of questions, we discuss the specific performance of ability level by CEE syllabus in this paper, providing examples and analyze the language in test idea, examination content and question form, etc., as well as how is CCEE to achieve the state of "conception of ability" in the content aspect.Following we focus on the innovative design in CCEE, which propositional content designed by some provinces, and discuss how to realize the conception of ability based on the content innovation. The innovation of CCEE includes material, content, pattern and questions design innovation, and so on. Innovation is not only glued to a topic or a question itself, but also based on the CCE content, from the point view of test purpose, function and type of questions, highlight the conception of ability, pay more attention to the test on students independent thinking and the ability in using the knowledge to solve actual problem and innovative ability.we discuss the process of introducing educational measurement theory and technology in the system of questions in Chinese examination, which is a process adding number analysis and evaluation, realizing the measurement of students knowledge level, ability level and personality development, etc. Through the method of quantity, quality and quality of analysis evaluation of the Chinese CEE, we emphasize that the use of educational measurement theory and technology not only can specification the language proposition process of college entrance examination and promote the scientific development of the Chinese CEE, but also can use these data powerful guarantee the effectively realize the conception of ability.At the end, according to the reality of Chinese examination questions, we creatively design the subjective open Chinese multi-dimensional score model and grade scale upon the reference of other methods. The creation of the score model is based on the improvement of the traditional Chinese subjective open question score model, so as better to achieve the explained of students scored in the language of subjective open questions and better distinguish the different students in specific language test questions of different performance. Through the example analysis, we demonstrates the effectiveness and general applicability in subjective open-questioned Chinese multi-dimensional scoring model and rating scale in Chinese examination, which providing a new method or idea for Chinese college entrance examination in better achieve the capacity of conception, and distinguish the students’ ability.
