Planning to solve the population problem as a whole is an important and urgent strategic task, which makes economic development, social progress and sustainable development come true. The population integrated development appraisal involves so many indicator systems, which is related to population. How to find a comprehensive population-related development index system is critical to comprehensive evaluation of the modeling process. This paper embarks from the skeleton population integrated development examination evaluation system, which is made use of household survey and individual credit information system in the path of the two data collection methods of combining data collection, using the factor analysis model to determine the required indicators, aiming at the fuzziness and randomness objectively existing in the population comprehensive development evaluation. It summarizes the entropy theory of the information and the fuzzy mathematics theory of fuzzy evaluation to introduce into the population development comprehensive evaluation model, conducting the research to the population grand total development monitor evaluation model.The evaluating indicator will be divided into 4 different levels in this paper, based on the entropy value and the fuzzy set synthesis judgment method, and Construction population integrated development monitor evaluation model.
