With the intensified world competition and rapid development of every country’s education, seeking equalization of equity and quality basic public educational services is the important policy, theoretical and practical problem for the current and future educational focus. Inclusive education advocates promoting every student equally participating, learning and developing, reflects the trends of global educational development. Under the guidance of inclusive education value, this dissertation starts from the following aspects, such as the core concepts, theoretical basis, international comparison, current situation analysis and case study, and systematically analyzes the city-region equalization of basic public educational services.Chapter 1 expatiates on the research theoretical and practical value of equalization of basic public educational services. Based on the analysis of current researches about equalization of international and domestic basic public education, it defines and expatiates the intension and extension of equalization of basic public educational services; combining the education development trends and situation of social needs, it sets up the research idea, thinking and vision field of equalization of basic public educational services.Chapter 2 systematically analyzes the basic theoretical problems of equalization of basic public educational services under the perspective of inclusive education. Based on the research of relative theoretical system, it concludes the framework which theoretical is based on inclusive education, justice and new public service and underpinned by inclusion, equality, quality and service; this provides the theoretical base for international comparative research.Chapter 3 compares and studies the evolution, characteristics and trends of the equalization of basic public educational services in international education organization USA,UK and Japan, reveals the policy approach of decentralization, school reform and social participation and value orientation of student development-centered and educational quality-centered in the perspective of inclusive education. This provides the international references for practical research.Chapter 4 examines the evolution process of China equalization of basic public educational services, reviews the practical puzzledom of lack of inclusive educational value orientation, fragmental service supply, lack of school independent running and inadequate social participation, puts forward the ought value appeal from the dimensions of the student object subjectivity, educational quality, school development and professional guidance, then puts forward the approach paradigm of governmental dominated, school independent running and social participation, and provides the analysis framework for case study.Chapter 5 focuses on the case of Weifang City, Shandong Province. This section is conducted by inclusive education, examines the evolution process of equalization of city-region basic public educational services from focus on educational opportunity, to focus on educational opportunity and educational quality, then to focus on inclusive and equitable quality education. It systematically analyzes and validates the feasibility of constructing the city-region equalization of basic public educational services approach paradigm of governmental dominated, school independent running and social multiple participation, and provides the case reference for the research and practice of regional equalization of basic public educational services.Conclusion section examines, concludes and promotes the research of equalization of basic public education service under the perspective of inclusive education. It analyzes the shortage and the problems which need to be improved and makes presentation of future research and field.
