Study On The Equalization Of Basic Public Services In Wuhan City Circle

At the background of building"Two-Oriented"society, the equal public service of conurbation in Wuhan city circle is made as a new object,a new assignment and a new direction, it is also a important content of developing strategy in middle of China. There is a fresh angle of view in this research. To make basic public services of equalization is based on the meaning of equal public services analysis,public manufactures theory and justice theory. The differences of some public service, such as basic installations constructing,public education,public medical treatments and hygiene,society guarantee and ecological environment protecting of conurbation in Wuhan"8+1"city circle are analyzed in this research, the major reasons that the inequity of basic public service which are imbalance of economic development of conurbation in Wuhan,situation of dualistic structure around cities and rural areas,failure mode of monopolistic supply by government,defective system of public finances transfer and defrayment,the misplaced principal parts of public service between different areas are also analyzed. It is necessary to build the system of public finances transfer and defrayment which combine conurbation vertically and horizontally for development of equal basic public service of conurbation in Wuhan, to break the pattern of cities and rural areas division, integrating basic public service, to strengthen cooperation between governments, improving areas cooperation system of basic public service of conurbation, to innovate basic public service system, building diversifying system of basic public service, to improve performances estimate system of basic public service, building responsibility system are suggested in this research too.
