The basic public service of urban and rural areas is the public goods that the urban and rural residents can enjoy equitably.Because our country is a typical urban and rural "dual"society,the gap between urban and rural areas is more prominent,the reaction in the basic public service to form the urban and rural basic public service inequality phenomenon.Elementary education is an important part of basic public services in urban and rural areas,the degree of inequality is more obvious,not only contrary to fairness,but also affect our country to build a harmonious society and economic sustainable development.Only the equalization of urban and rural basic education supply can be guaranteed,uban and rural children are able to equal access to basic education rights and opportunities,can the greatest degree of assurance of education fair,to ensure the survival and development of equality.This article will be based on the equalization of rural basic education in Heilongjiang Province as the research object,from the public services and basic education to define the relevant concepts to start,summed up the equalization of public services and the basic basis of rural basic education,thus clarifying the public product attributes of basic education.Through comparative research methods,qualitative analysis and quantitative analysis,analyzes the evolution of rural basic education policy and the existing situation of rural basic education.This paper gives an overview of financial investment,teacher treatment and running conditions of basic education in rural areas,on this basis,the paper analyzes the gap between the input of urban and rural basic education,the conditions of running schools and the conditions of teachers,,revealing the current stage of rural compulsory education there is a shortage of costs,facilities behind the weak teachers and other issues;analysis of domestic and foreign policies to promote equalization of urban and rural basic education and the main approach.combined with China’s actual situation,obtains the enlightenment of the establishment of the scientific teacher management system,such as the development of the relevant laws and regulations of basic education,the special support system to improve the efficiency of running schools.In view of the difference between urban and rural areas and the problems,the paper puts forward the countermeasures to promote the development of rural basic education,including the promotion of basic education into the main level,improve the basic education financial investment model.Establish the policy of urban and rural economic development,improve the ratio of poverty alleviation investment in rural areas,improve the basic education facilities in rural areas;increase the policy of teachers to strengthen the system,strengthen the teacher learning and training system;improve the educational administration accountability mechanism to ensure equalization of basic education.Equalization of basic education in urban and rural areas,the fundamental is to enable urban and rural children can get high-quality education,enjoy equal access to education opportunities.
