The subject of this thesis is the training and evaluation system oftable tennis internationa1 blue badge umpire and the re;atopmship between them. It trial to explore and establish the bridge between training and evaluation system so that a more scient ific and comprehensi ve means of training and evaluation system can be created.Employing the method of literature review,this papor has done investigation on previous studies, summarizing the achievements and shortages of them; through searching the International Table Tennis Federation (ITTF) website and its data base,compiled a set of comprahensive materials on blue badge umpires training and evaluation. At the same-time, the data collected is processed by different combinution of statisitics analysis. Delphi method is also used to collect, data and views from experts, about their opinions on the current status of the training and evaluation system, design of questionnaires, improving suggestions for the training and evaluation system and so on. The method of questionnaire survey is utilized to collect opinions on the current status of blue badge umpires’ Utraining and evaluation svslem.Having processed the data and statistics analysis, the results arc as follows:1.the closer bound between blue badge umpires’ training and evaluation system should be established; 2. The training system need to be more completed and systematized; 3. The objectivitv of the evaluation system should be enhanced. 4.The blue badge system need to be reformed.The theroetical model of Muti-closed-loop Control System of training and evaluation for international Blue Badge umpires was established in terms of conclusions.drawn from the survey. Under the guidance of the theoretical model, empirical research was made, including: 1. Education and Evaluat ion Closed Loop, which achives the objectivity through mutiple evaluators and new evaluation method;2.Centrol and Management Closed Loop, establishing working and management model for URC, trainers and evaltiators ; 3. Feedback and Improvement Closed Loop, presenting meatures on how to improve the URC’s work and umpires’ officiating level so that they both can benefit each other.This study made some innovations. Based on the Muulti-closed-loop control svstem theory, and combined with features in Social Studies this closed svstern is to include the human effect exerted on objective matters, and at the same time,study the dynamic output and feedback relationships bateen objective matters and human effects matters. The practical innovations are:1 created the closed system of blue hadge umpire training and evaluation,making the feedbacks from evaluation results toward training contents come true; 2 created a task centered training modular model to provide management references for organizing trainings compiled materials on blue badge training system such as training outimes, contents and evaluation, improved the consistency of training courses conducted by different trainers, what’s more,based on the modu1ar, new training outlines, vides are made, and satisfaction questionnaires are designed; 3.contribution to enhance the objectivity of the training and evaluation system is that the specific plan about diversity evaluation subjects is provided; through extra seleitiors on evaluation indicators and weigh them, direct points of evaluation is realized,which provide references for qualitative analysis and umpires appointment.At last,an opera tional software for evaluation is made for Blue Badge evaluators.This paper is an expioration on team construction of talents for international sports organizations. The research has theoretical value and practical signifiranee in other related fields.
