Facing the reality pressure of global economic competition and the in-depth implementation of national independent innovation strategy, rapidly cultivating and enhancing integrated innovation capability of university science park based on its innovation characteristics and advantages and by making full use of external innovation resources has become the current theory and practical problems to be solved. Using integrated innovation theory, strategic management theory, system theory and other theoretical ideas and methods, this paper makes research on integrated innovation capability of university science park, the purpose of which is to offer scientific theory and advanced method support to realize sustainable development of China?s university science park in new era.The connotation and characteristics of integrated innovation capability o f university science park are defined, and influencing factors on integrated innovation capability of university science park and their relationships are analyzed by structural modeling approach, and then the constructed factors o f integrated innovation capability are put forwards, including subject coordinating capability, platform serving capacity, environment creating capability and resources agglomeration capability. It builds a “Diamond model” that can interpret the integrated innovation capability forming of university science park, and reveals capability forming traction mechanism and coupling mechanism based on core advantage. Using super-cycle theory, the evolution system structural types of reaction cycle, catalyt ic cycle and super-cycle of universit y science park?s integrated innovation capability are analyzed, and the positive driving mechanism, negative feedback mechanism and cyclical evolution mechanism of integrated innovation capability are revealed. Then, the stage characteristics of integrated innovation capability evolution are comparatively analyzed based on Life Cycle Theory and the periodic evolution law of integrated innovation capability are revealed.The cultivating path design principles of integrated innovation capability of university science park are put forward, and the three integrated innovation capability cultivating paths of university science park are designed based on leading factors, including innovation incubator path dominated by university, path of local rooted fusion of government, industry and university as well as network development path based on information technology. Then the supporting elements evaluation index system of integrated innovation capability o f university science park is established, the specific conditions of cultivating path selection are further clarified, and the path selection method based on rules is put forward. After that, the path conversion process based on development stage of university science park is given and the path converting obstacles are analyzed, meanwhile the path conversion realizing tactics are put forward.Developing mechanism framework of integrated innovation capability of university science park is designed based on system engineering idea, and the conceptual model of developing mechanism is constructed. By using expert scoring method and gray correlation method, the developing mechanism?s priority order determination method under different path is designed. The main coordination mechanisms are built, including subjects coordinating mechanism and resource agglomeration mechanism as well as platform servicing mechanism and environment creating mechanism and government supporting mechanism. The subjects coordinating mechanism including subject trust, communication, interests distribution and conflict resolving is constructed; the resource integrating mechanism including resource sharing, resource integration, resource allocation and using as well as openning is designed; the platform servicing mechanism including information obtaining and selection, information using as well as self-improvement is established; the environment creating mechanism including infrastructure improving, modern management system constructing, intermediary service system innovating, incentivation and learning is built up; and at last the government support ing mechanism including government technology planning and program support ing, government fiscal policy supporting, personnel security and regional innovation platform supporting is put forwards.From five aspects including subjects coordinating, platform servicing, environment creating, resource agglomeration and innovation output, the evaluation index system of university science park?s integrated innovation capability is constructed, and combining the analytic hierarchy process method and method based on rules, the evaluation model is designed, meanwhile the integrated capability score table based on rules is designed.Take National Science Park of Harbin University of science and technology(HUST) for example, its technology innovation situation is analyzed, and according to the evaluation result of integrated innovation capability and the path selection result of local rooted fusion of government, industry and university, the relative developing mechanism and the enhancing tactics of integrated innovation capability are brought forward.
