Due to historical and geographical reasons, the development of vocational education for ethnic minority is lagged behind that of the developed regions. The established foundation leads to two distinct development pathways——the leapfrog development and the characteristic development. The vocational education for ethnic minority hopes to achieve the standardization and unification in operating conditions in advanced regions, and meanwhile to highlight the local minority culture and technique characteristics. However, the leapfrog development ignored the existing development conditions of vocational education for ethic minority and put it into self-deception; the characteristic development looks lofty but actually very weak and difficult to build personalized action logic under the existing conditions and framework. How can we integrate the quality and characteristics in the vocational education for ethnic minority? Based on what kinds of understanding and interpretation can we find the advantage of growing point of vocational education for ethnic minority to meet the development trend of post-industrial era? They are urgent for modern vocational and technical education to explore the reform and develop of Chinese vocational education for ethnic minority.On the one hand, this dissertation explains a theoretical paradigm framework of the evolution and development of vocation education for ethnic minority to justify the existing pathway. On the other hand, it constructs a scientific development model of vocation education for ethnic minority. It should be an effective way to serve the regional economic development and meet the needs of the existence and development of ethnic minorities not only for individuals but also for the whole group. According to the purposes mentioned above, literature method and historical method and comparative method as well as questionnaire survey research method are employed in this research. By taking a close look at the vocational education for ethnic minority from the perspectives of philosophy、ethnology and education, this dissertation starts with a systematic examination of the vocational education for ethnic minority in ancient and present times, in Chinese and international context, and then provides the reality of the reform and development of vocational education for ethnic minorities. By analyzing the relative rationality and limitations of the “uniform quality” and “different characteristics” paradigms, this research constructs a complementary framework of “uniform quality” and “different characteristic” paradigms for action, and explores the more scientific and reasonable effective pathways to promote the reform and development of vocational education for ethnic minority.This dissertation comes to the following conclusion. First, “uniform quality” and “different characteristics” development paradigms are the two interpretation system for explaining the reform and development of vocational education for ethnic minority. The former is an attachment form, while the latter is an autonomous form. At present, the pathway of “different characteristics” is emphasized due to the concern and attention on the advantage of vocational education for ethnic minority formed by the quality and characteristics. This does not mean that the other one, “uniform quality”, is neglected. Second, “different quality” development paradigm of the vocational education for ethnic minority contains three levels. They are “existing precondition”, “differentiating appropriate condition” as well as “complicated value condition” respectively. Finally, reasonable difference is the precondition and the growing point of vocational education for ethnic minority. And seeking agreement while shelving differences is a reasonable path to reform and develop vocational education for ethnic minority. These Eventually assist national members to pursue the excellence of life and the harmonious development of economy, society, culture and natural ecological system.
