Based on observation and analysis of successful development experience on open source software (OSS), Henry Chesbrough (2003) firstly proposed the concept "open innovation" and its theory, Chesbrough defines open innovation as:"a paradigm that assumes that firms can and should use external ideas as well as internal ideas, and internal and external paths to market, as the firms look to advance their technology " (Chesbrough, 2006). Since this theory has been widely recognized by domestic and overseas scholars and has become a a hot spot of academic study of innovation field since it was advanced, With the deepening of the research on the open innovation and the extention of its applicability unceasingly, its research also won more rich content and broader category than what Chesbrough first proposed. Among them, the problem of ability construction under open innovation become the focus of concern, whose core focus lies in what kind of ability that enterprise should possess or how to organize the ability to realize the open innovation mode to the best advantage. Innovational enterprise builds up corresponding linking relationship with various innovational participants under open innovation, and thus galaxy network that innovational enterprise is on the focus and that various network members are distributed aroud it is formed.That is to say, open innovation is constructed on the basis of organizational networking relationship, it achieved the transformation of innovative action from organization to network. To the new innovation paradigm, organization needs a new networking skills in order to internalize innovation resources and to realize co-creation of knowledge (technology) and commercialization, in other word, organizational network capability has more explanatory power on open innovation than organizational culture, openness and knowledge capability. It contains two levels (organization and network) of composite capability system, which includes four aspects: network vission ability, network construction ability, network relationship management ability and network utilization ability, it not only influences the planning and formation of open innovation network but also determines the level of knowledge sharing, co-creation and commercialization in a network. Therefore, the successful implementation of open innovation is inseparable from the effective construction of organizational network capacity.This article mainly analyzes and studies the problem of organizational network capabilities and their construction under open innovation from six aspects. The first part is the introduction, which includes some basic questions, such as the obect of the paper and theoretical significance, the current research status, the overall research structure, research methods, innovation, shortcome, and so on. The second part starts specific statement, firstly analyzes the openness and networking under open innovation, the connotation and relaitionship between network capability and organizational network capability, and then compares the differences of network capability under the two patterns, probes into the relationship between organizational network capability and open innovation, expounds the constructing necessity of organizational network capability under open innovation. The next parts(from part 3 to part 6) in detial includes the specific constructing mechanism of organizational network capability. The research object in the third part is the construction of network vision ability, which is a kind of strategic ability. Under the network situation, the traditional strategic planning loses its effectiveness, therefore, it is necessary to develop enterprise’s own network vision ability, so as to set up effective network vision planning. The main approaches include the cultivation of entrepreneurship, the innovation of organizational culture and the adoption of information technology. The fourth part concentrates on exploring the problem of formation mechanism on network construction ability, which is different from network vision ability, this ability is a kind of specific implementation capacity, namely about network members’selection, relationship construction, and dynamic balance ability of inter-organization relationship, thereby build an effective innovation network. Combining the formative process of open innovation network, firstly, this part elaborates the relationship between technical skills and network power and the promotion measures of technical skills, and then analyzes how to select network members, how to keep the dynamic balance of network members and how to ascertain the linking relationship between focal enterprise and network members. The fifth part is about the construction issue of network relationship management ability. This organizational network capability concerns network atmosphere and network membership, so it affects knowledge sharing among network members and the effect on knowledge co-creation. On the basis of statement of network management and network relationship management ability, Mainly from not sole relationship but combination level, this part puts forward specific measures that promote network relationship management ability from following three aspects:network organization culture,network communication mechanism, and network trust mechanism, and then elaborates them. The sixth part is about the cultivation of network knowledge capability. The network (utilization) ability is network knowledge capability under open innovation, and is a ability system that includes knowledge transfer, sharing co-creation and commercial applications. Because open inonovation is implemented in a network, the cultivation of network knowledge capability determines success or failure of open innovation in a sense. This part analyses knowledge ability structure and process types of open innovation, probes into the inner mechanism of knowledge inflow and outflow, knowledge sharing and co-creation under open innovation, and puts forward some specific measures that promotes knowledge sharing and fosters knowledge co-creation abilities. At the same time, this part finally analyzes the consistency between knowledge capabilities and the process types of open innovation according to Cisco and Lucent that implements open innovation, so as to find out which knowledge capabilities that an enterprise owns could get favourable innovation performance.Open innovation is the innovation of the whole business mode based on technological innovation, and is the innovation of knowledge creation and application mode. There is a galaxies shape, dynamic, and open network in which focus enterprise is the core, and the innovation (creation) performance is determined by network innovation resources and their integration status, so the traditional management mode of organization innovation is thus transformed into management mode of network innovation, under which conditions, organizational network capabilities have significant effect on the implementation of open innovation. From above research, there maybe have some innovation status as follows:(1) The article explicitly defines and distinguishs network capability, organizational network capability, and the relationship between them, and puts forward the four dimensions of organizational network capability; (2) The article studies organizational network capability based on open innovation and contact organizational network capability with open innovation organically, and then analyzes the influencing mechanism of organizational network capabilities on open innovation; (3) The article discusses the constructing of organizational network capability under open innovation, and so realizes the organic bond between strategic implementation and capability construction.
