In the era of economic globalization and integration, the competition between the enterprises more perform as the innovation ability competition. With the background of the international knowledge network’s deepening, advocating energy conservation and emission reduction, building the innovative country, the vast majority of small and medium-sized enterprises face the pressure of industry transformation and upgrade. Pay attention to the open technology innovation of the dynamic operation mechanism of SMEs under the network value condition, summarize and explore the enhance mechanism and innovation efficiency of dynamic technological innovation capability of SMEs, has important strategic significance to the long-term development of SMEs.Since Chesbrough proposed open innovation mode in2003, the open innovation in scientific research hold continuing increased concern, but just get further discussion in large and high-tech multinational enterprises (MNEs), few studies have focused on whether the open innovation are present in the SMEs; Second, most of the open innovation research are concentrated in some special industries, for example, code Open Software industry (Open Source Software, OSS) or desktop role playing game industry, etc.; Thirdly, the open innovation problem research still focus on theoretical basis, the factors, the special problems rather than the whole open innovation. And domestic and foreign studies scarcely have focused on open innovation model whether also exist in SME s technology innovation.Through the questionnaire and entrepreneurs interview, we found that in the face of cruel competition environment, the SMEs in China face such as obstacles---they are creative and also face with serious lack of the funds, personnel, information and limited ability in technology development innovation as well, so SMEs must actively seek and use more external innovation resources; In the complex knowledge network, SMEs should search distinguish and confirm the rich external knowledge resources, and reasonably integrate the internal and external technology up to overcome a series of management challenges (study shortsighted disease, innovation core rigidity, intellectual property rights management challenges, system challenges, organization structure challenges). Because of the existence of these difficulties and SMEs only can build a long and deep open innovation development value network.To solve these problems, the second chapter aimed at open innovation mainly concentrated in large enterprise and high-tech enterprise of the present situation, explores the medium-sized and small enterprises to implement the characteristics of open innovation performance. In the third chapter, we discuss the open innovation of SMEs value network operation process from two aspects of exploring mechanism and exploiting mechanism, and summarizes the operation of the value network characteristics. The fourth chapter focuses on analyzing SMEs open innovation intermediary network activity, and confirmed the necessity of intermediary network model.In order to get further research on open innovation of SMEs under value network condition, This paper chapter5established questionnaire based on interviews and communication, carries on the investigation on the technology innovation of the first three training420SMEs of Hewubeng training base, mainly starts from the value of the internal and external network technology, does quantitative study on the influencing factor of open innovation value network effect of SME on operation mechanism.Especially, traditional research do a thorough study on the influence the open innovation has on the enterprise innovation development, but often doesn’t take into account the external commercial---another important aspect of open innovation. The existing study dose not reflects the extent of the open innovation enterprise implemented. To solve this problem, this paper based on potter’s "value chain" theory and slywotzky’s "value network" theory, proceeding from the end user’s demand characteristics to construct the commercial mechanism of open innovation value network of SMEs.
