Research On China’s Traditional Industry Continuous Innovation Competence Basis On Emergent Property

Traditional industry occupies an important position in China’s economy. As the basis ofthe economic and social development, the traditional industry is still playing an irreplaceablerole in the economic system. However, with the development of science and technology, neweconomic wave characterized with information and automation, is accelerating penetrationand expansion, and has been impacted the development and survival of China’s traditionalindustry,continue technological innovation is very important to industrial development athome and abroad.Only promoting the continuous innovation ability, traditional industrycan remain invincible in the fierce market competition.So cultivating and devoloping abilityof continuous innovation is important to upgrade and develop of traditional industries.The paper argues that we can improve the capability of traditional industries as a wholeby construction and improvement of the innovation system of traditional industries underrealistic conditions, and strengthen cooperation between enterprises within the system andmake positive effect. The formation of the traditional industry continuous innovation abilityneeds through the process from weak to strong. And in the process, the effective way totraditionindustry continue innovation ability generate depends on emergence of the industrialinnovation system. Therefore, the paper analyzes three aspects which are the constitutedimension and generation process of industry continuous innovation ability, the relationshipbetween industry continuous innovation ability and industryl innovation system.Firstly, paper rewiews the existing research, analyzes the status of China’s traditionalindustries innovation capability, point out that the main problems and the reason,and thendefined some basis concept,such as Industry continuous innovate ability, industrial innovationsystem,and emergence ect,explored the relationship between industry innovation system andindustry continuous innovation ability.Secondly, paper reserches the composition of industry continuous innovation ability.Based on the analysis of the source of emergence in the industry continuous system, proposeindustry continuous innovation ability of two-dimension-driven model, and explores therelationship of the main body ability and architect ability. Then, the paper builds constituentelements system from the perspect of the industry innovation process and the architecture,selection and integration of architecture ability.Thirdly, the paper researches the generation of industry continuous innovation ability,discuss the four generation model and characteristic based on the main body ability, architectability and emergence.Then combined with the status of the continue innovation capability of China’s traditional industries, point out the generate method of China’s traditional industriesability to continuously innovate.And using complex adaptive system theory to reveal theability generation mechanism after route choice. Thus reveals two essential characteristics oftraditional industry, the ability of continuous innovation to generate process accompay withmatching the main body ability and architecture ability, and existing and improving theoverall capacity and local capacity.The paper divides the process of ability generate into fourstages, and discusses the key ability and activities of each stage.Based on the qualitative analysis, paper designs the traditional industry continuousinnovation competence evaluation index system based on the emergence, and usinghierarchical analysis method method to calculate each index rights,based on fuzzycomprehensive evaluation method to build the evaluation model,and does empirical researchthrough continuous innovation ability of the steel industry in Hebei Province based oncomprehensive evaluation and dynamic classification.Finally, the paper propose suggestionsto enhance China’s traditional industry continuous innovation ability from the optimization ofnurturing environment, strongthen the innovation cooperation, improve the policy system.
