Urban economy and society of our nation being rapidly developing and the populationscale being continually expanding, the motor vehicles’ population and traffic volume whichreflects the urban motorization level is increasing day by day, which lead to increasingparking demand. Since the majority of large and medium-sized cities in China have weakparking systems, the imbalance between supply and demand is getting sharper. There comes aseries of problems such as occupying roads at random, increasing congestion, inefficienttraffic of searching for parking and pollution caused by slow vehicle flow. Parking problemshave become one of urban diseases in the new process of urbanization which is more difficultto cure. Parking facilities construction needs a large amount of fund and has a complexaffiliation. Solving these serious problems caused by insufficient parking facilities,government investment alone is not enough. The fundamental way is forming a diversifiedinvestment system to support the construction of parking facilities to choice path ofindustrialization and promote the operation of parking facilities market-oriented. This papercomprehensively and systematically analyzes the basic theory, current development, theenvironment and the driving force, path selection, development strategies and safeguards ofparking industrialization of urban motor vehicles which works as the main line.This paper analyzes the properties of different types of parking facilities and thecharacters of parking behavior, defines the key point of parking industrialization, discussesthe long-term effects of parking industry capital stock on urban economic growth relationship,explains how the parking industrialization effects on the economic structure and reveals thecharacteristics of high relevance in the parking industry by industrial relevance theory whichanalyzes the linkage effects of the parking industry and its related industries. This paperanalyzes the barriers to enter into parking industrialization period and reveals the economicsin real terms of the obstacles to development of parking industrialization. The paper discussesthe necessity and urgency of the parking industrialization in seven respects: the needs of theprocess of urbanization and motorization based on the difficult parking problem; the needs ofthe coordination between static traffic and dynamic traffic and avoid the requirements of the“short leg effect”; the needs of speeding up the construction of parking facilities, enhancing the level of parking management and effectively using of parking resources; the needs of thedevelopment of the automotive industry; the needs of promoting the parking equipmentmanufacturing to higher class; the needs of the development of civil service and theexpansion of employment; the needs of sustainable socio-economic development. This papersummarizes and analyzes the development and the status of motor vehicle parkingindustrialization in large and medium-sized cities. According to the advanced experience athome and broad, the paper expresses the stage of the development of motor vehicle parkingindustrialization and the key issues. The application of SWOT method comprehensivelyanalyzes the internal and external factors of parking industrialization. Considering therelationship between supply and demand and the internal environment of parking companiesand parking equipment industry, the method explains the advantages and disadvantages of theparking industrialization; considering the external environment of socio-economy, scienceand technology, financial policies and transportation, the method explains the opportunitiesand threats of parking industrialization; finally this paper expresses future prospects ofparking industrialization.The paper analyzes inherent power of parking industrialization from three aspects whichinclude business and government interests, shift of investment patterns, parking demand andprices; and analyzes external driving force of the parking industrialization from three aspectswhich include government policies，market operation technology and experiences of typicalareas. This paper explores innovative mechanisms of the parking industrialization based onthe analysis of driving force. The paper adheres to general principles involved “firstgovernment investment, private investment in the main”,“expanding supply in main, curbingdemand supplemented by lane”,“built with the main parking, street parking supplemented bylane and occupying roads to supplement”,established the parking industrialization’s objectivesand paths. On the basis of analysis of the positioning of the various parking functions, itexpresses some development strategies, such as regional differentiation, combining with thecharges and “road-road parking facilities within the supplementary”. By analysis of parkingpricing problems, parking facilities, and property, this paper builds a pricing model based oneconomic efficiency as outside road parking and parking charges in the way social-basedsub-optimal pricing model in order to estimate corresponding parking rates, price regulations, level of charges to adjust and charge’s partition of parking pricing strategies. It proposes theenactment of comprehensive legislation and market rules to achieve the scale of operation toprovide distinctive service and professional management, market-oriented financing of theparking industry development strategy. The main factors of constrained strategy are policy,planning, technology, so this thesis designs security system, policy security include parkingconstruction investment preferential policy, charging policy of parking pricing, parkingviolation penalty’s policy and other policies to protect; this thesis establishes an “appropriatesize, reasonable structure, optimized layout” parking system to coordinate convergence ofrelationship among parking planning, parking facilities and other planning protection; Itsummarizes mechanical type of parking and encourage using high-tech stereo garage,introduction of advanced meter management system, establishing and improving parkingguidance information system and technical support to guarantee healthy development ofparking industrialization.
