Research On The Transformation And The Institutional Innovation Of County People’s Government Functions In The Process Of New Urbanization

The 18 th CPC National Congress’ s report made it clear that China should take the road of new urbanization, promoting the industrialization and urbanization. New urbanization would speed up the development of China’s urban transformation of the target point, the transformation of government functions put forward to new requirements. Although the government of our country has carried out many reforms of government institutions in recent years, which has made some achievements in the transformation of government functions, and improved the quality and level of the government. But it is undeniable that in the process of new urbanization in the process of the transformation of the county government functions, there are still a series of problems, which restricts the integration of urban and rural areas in the process of urbanization. Therefore, the paper studies the function transformation and system innovation of county government, which aims to provide theoretical reference for promoting the construction of new urbanization and accelerating the service of county government.This paper follows the way of "raising the question, analyzing the problem and solving the problem". First of all, which discusses the urgency and necessity of the transformation of county government functions under the new urbanization, pointed out that the transformation of county government functions and economic system reform.Pointed out the smooth urbanization is a fundamental guarantee for realizing the social governance, and it is a new meaning of the construction of local service the government; Secondly, which analyzes the main problems of county government functions in the new urbanization process in China, such as the county government functions "exceed one’s power ", and "offside", "Absence" and "loss of power", "dislocation" and "chaos right" phenomenon. Then pointed out the defects and other factors :the influence of external environment, the administrative system of government service subjective deviation, the objective restriction, power of public finance supervision system is an important factor affecting the transformation of county government functions in the process of new urbanization. Thirdly,in the respect of specific implementation of new urbanization strategy, planning county new urbanization, promoting the county economic development goals, the path of social management innovation, speeding up the process of rural public service, the level of public services in the six aspects of government functions, the establishment of efficient management system, innovation and tax reform system, improving public service level, improving the administrative accountability system to promote the reform of the county government.
