To fulfill the strategic demand for actualizing double-goal of socialist national security and economic development, the aerospace technology application industry has developed and grown as one of strategic industries of21st century. The purpose of this thesis is to study from the angle of public policy theory the implementation and deepening of aerospace technology application industry, thus to provide reference for formulating public policy of developing aerospace technology application industry in China and to promote the achievement of the strategic goal of developing aerospace technology application industry suitable for requirements of socialist market economic system and for needs of national defense modernization program. Research contents and thoughts of the thesis are as follows:Firstly, the background and significance of aerospace scientific technology development are examined in the thesis. It is believed that to develop aerospace technology application industry is of strategic significance for national economic development and social security while governmental public policy has direct influence on and responsibility for the development of aerospace technology application industry. Therefore, under the background that aerospace scientific technology industry has become the ties closely joining aerospace technology and national economy, further discussions from such angles as public policy analysis, policy instrument optimization selection and policy strategy path enhancement contribute to enrich public policy theory of aerospace technology application industry and aerospace industry policy system and to push forward with accomplishing the targets of contribution to economic development and national security.Secondly, through research and review of theories and status quo of aerospace technology application industry development at home and abroad, it is found out that there exist several problems in researching the public policy of aerospace technology application industry in China, which are listed as follows:1.Fewer policies on aerospace technology application industry, lacking pointed public policy support;2.Extreme shortage of study on public policy of aerospace technology application industry, fewer related research data;3.Study on public policy of aerospace technology application industry has double significance theoretically and realistically, both necessary and important. Based on this, in the thesis are put forward several core theoretic propositions, which are "what the difference and relationship between aerospace technology application industry policies and its public policies?","Whether does the development of aerospace technology application industry need the backing of distinctive public policies or equate that of general industries?","What enlightenment can we obtain from public policies formulated by countries industrializing aerospace technology applications?","Is it the right timing to work out public policies of aerospace technology application industry?","What public policies on earth do we need to support future development of aerospace technology application industry", and "How to select appropriate policy instrument system to further the development of aerospace technology application industry?"To solve the above-mentioned problems, the thesis reviews and redefines key words and their meanings of aerospace technology application industry policy research. It lays emphasis on the analysis of differences and relations between aerospace industry policies and public policies. It is considered in the thesis that there are some differences between aerospace industry policies and public policies as far as discipline attribute, attention aspect and policy outcome are concerned while there arises tendency of fusion in their future development. Therefore, on the basis of summarizing problems existing in and status quo of aerospace technology application industry development, the thesis makes a further analysis and specialized research of advanced countries with aerospace technology application industry developed better. Experience of the United States, Russia and EU as typical countries succeeding in aerospace technology application industry has proven that governmental public policies had much importance on the development of aerospace technology application industry. In such countries, there is paid general attention to the backing of public policies on space industry, to coordinated development of military and civil technologies and to utilization of planned and market methods for promoting the development of aerospace technology application industry, which provides policy reference for the development of aerospace technology application industry in China.In addition, in the thesis are utilized national interest theories, risk aversion theory of public policy decision, innovation policy instrument theory and so on to analyze and settle core theoretical propositions of the thesis. It is believed in the thesis that with peace and development being the main agenda of the world today, China’s national interests have changed accordingly from pure attention to national security to equal attention to national security and economic development, which also is embodied in aerospace technology area, that is, changing from originally military industry to safeguard the country to the industry of defending the country and advancing economic development. Due to such reasons as path evolution of and dependence on traditional system and mechanism, the development of aerospace technology application industry in China is confronting many problems which are inclusive of industry system partition and multifarious management caused by traditional single national security and military management attributes, shortage of support fund at initial stage resulting from high-investment and high-risk industry attributes as well as weak abilities of converting technological advantages into actual applications due to high degree of security and confidentiality attributes. At present, public policies of aerospace technology application industry are still in great need and lack of systematization and practicability. Under the circumstance of different demands of policy interest subjects and changed policy environments, the problem flow, policy flow and political flow of aerospace technology application industry are experiencing continual formation, mutual evolvement and interaction. As far as strategic purposes, practical demands, policy environment and policy practice are concerned, policy window of formulating public policy of aerospace technology application industry in China is in need of support from corresponding public policy.To this end, underpinned by SWOT analysis and subject responsibility classification of aerospace technology application industry of China Aerospace Science and Technology Corporation selected for case study, it is considered in the thesis that government should give full play to the role of government top-level design in future aerospace technology application industry, thus create environment and conditions suitable to its development. What’s believed most important is to integrate separate interests of each department and to establish administrative organization system and management framework for uniform system implementation, to unleash the role of government supervision so as to check the safe development of aerospace technology application industry; What’s believed most important is to establish national safety standard system of technology exchange and conversion platform for aerospace technology application industry; To bring into play the role of government policy planning and provide corresponding policy support; What’s believed most important is to set up nation-level carve-out guiding fund and industry supporting fund for aerospace technology application industry. As the typical high and new technology, aerospace technology needs innovative policies to support its development.To perfect public policy of future development of aerospace technology application industry in China, we need:(1) provide supply-oriented policies including such special policies about fund, manpower, information, etc.(2) provide environment-oriented policies including such special policies concerning finance, tax subsidies, law rules, etc. The most important thing is to establish risk early-warning and management system of aerospace technology converted from military purposes to civil ones, to work out the standard for aerospace technology application industry in order to eliminate the most severe systematic barrier.(3) provide demand-oriented policy including such public policies covering government procurement, service outsourcing, international trade protection, etc.In conclusion, it is believed in the thesis that public decision making of one country or region is mostly dependant on its economic situation or development level. To work out reasonable policies and attain the expected results, government firstly or primarily should take into account actual conditions, especially social economic development status quo of its country or region. In accordance with China’s actual conditions at the present stage and the practical situations of aerospace technology application industry development, aerospace technology application industry should proceed gradually and by stages. On the whole, aerospace technology application industry may go through three stages, that is to say, government-dominated mode, state-owned large-scale aerospace group-dominated mode and mature market-dominated mode. Ultimately, the perfect state required by double strategic goals of achieving economic development of aerospace technology application industry and safeguarding national security will be reached.
