The Research Of The Competitiveness Of The Automobile Industrial Cluster In Jilin Province

Industrial clusters, as an important economic phenomenon, has become a kind ofeffective organization mode for different countries to promote the development ofregional economy. More and more countries and regions center financial capacity andmanpower and make efforts to improve the development of industrial clusters througha variety of preferential policies, laws and regulations so that the industry clusters havebeen turned into the source of power to pull region economy growth, achieve the fastdevelopment of national economy and enrich national citizen.As for Jilin Province, improving the competitiveness of industrial clusters is,similarly, the key to making the economy in Jilin Province develop rapidly. As thebase of northeast old industry, the development of the automobile industrial clusters inJilin province has a long history,a good resource base and the industrial foundation.After becoming the new base of heavy industry of China, the automobile industrialclusters in Jilin province strive to build and have become resource-based industrialclusters and heavy industrial clusters. At the same time, it has made great contributionsto China’s socialist economic construction. Since entering new century, country haspromoted the revitalization of northeast old industrial base, and another chance hasappeared in the front of enterprise, this article takes the Jilin province automobileindustrial clusters as research object and researches the automobile industry clusterdevelopment situation and cluster competitiveness of research. In carding system basedon the results of previous studies, the paper mainly includes the following contents：First, on the basis of introducing the study background and significance, the paper summarized the achievement of foreign and domestic scholars on the industrialclusters, such as the competitiveness of the industrial clusters, the concept of industrialclusters, the classification of industrial clusters, the formation mechanism of industrialclusters, the origin of industrial clusters and competitiveness, competitive mechanismand industrial life cycle, the competitiveness of industrial cluster policy, industrialcluster governance and competitiveness and industrial cluster competitivenessevaluation methods etc. In spite of numerous theories on industrial clusters, the paperintroduces Adams secret division and cooperation theory, Marshall’s scale economyand the theory of industry cluster, the Webb industrial area and the theory of industrycluster, the Soviet territorial production complex and the growth pole theory, neweconomic geography of Krugman Potter and the theory of industry cluster and thecompetitive advantage and the theory of industry cluster according to the content of thepaper.Secondly, the paper analyzes the present developing conditions of automobileindustry cluster home and abroad. By introducing the development of eight foreignfamous automobile industrial clusters, the paper summarizes the experience in theprocess and enlightenment of foreign automobile industrial clusters in the cultivationand development, concluding that although the automobile industrial clustersformation in different ways, the auto industry ’s development is inseparable from theindustrial cluster. During the course of " modules to intensive ", automobile industrialclusters appear a more significant joint action effect. Simultaneously, with the aid ofcombination of quantitative analysis and qualitative analysis method, the paperintroduces related situations of China’s six largest auto industrial clusters. The papercompares nearly three years of China’s six major automobile industrial clusters ofrelated data and analyzes the advantages and disadvantages of each cluster based onthe fundamental condition of China’s six major automobile industrial clusters. Then the paper summarizes disadvantages of China’s six major automobile industrial clustersduring the development： poorer dimensions benefit, the ability of independentinnovation to be further improved, diversity of investment main body leading to theproduction of main body diversity, which led to the enterprises within the clustercompetition than cooperation.Then, this paper constructs the evaluation index system of the competitiveness ofautomobile industrial clusters, and uses the index system to evaluate thecompetitiveness of automobile industrial cluster in Jilin province. Study on thecomposition of China’s six major automobile industry cluster provinces（comprehensive） technical efficiency, pure technical efficiency and scaleefficiency evaluation, the paper measures of the Jilin province automobile industrycluster competitiveness from the angle of quantitative. The results shoued that, Jilin,Tianjin, Shanghai, Hubei, Guangdong and Sichuan six province or city’s autoindustrial cluster’s scale is properly, and （comprehensive） technical efficiency iseffective；th（e comprehensive）technical efficiency of Shanxi, Heilongjiang, Jiangsu,Zhejiang, Anhui and Shandong is lower than the average of0.972, and their the scaleefficiency is close to1.That is to say their （comprehensive） technical efficiencyand scale efficiency have room for further improvement. At the same time, in theevaluation process, the related indexes in different provinces is related enterprisesindex total number, so these indexes may result in the evaluation results on theautomobile industry cluster of enterprises lack of targeted evaluation. This chapterextractes fifteen representative automobile production enterprise as sample from ourcountry automobile production, and this sample includes the automobile industryclusters in Jilin Province--the core enterprises in the China First Automobile GroupCorporation. The relevant original data are input a data envelopment analysis model,and analysis of its （integrated） technical efficiency, pure technical efficiency and scale efficiency. These results of analysis will contribute to achieve targeted tocompare Jilin province automobile production enterprises performance level objective,from the perspective of the quantitative evaluation of the competitiveness ofautomobile industrial cluster in Jilin province. Study finds, the technical efficiency andscale efficiency of China First Automobile Group Corporation, Guangzhou AutomobileGroup Co, Bmw Brilliance Automobile Ltd of Shenyang, Xiamen Jinlong automobilegroup Anhui Limited by Share Ltd, Jiang Huai Automobile Corp and Shaanxi Fashiteautomobile transmission group （comprehensive） are better performance andeffectively；The technical efficiency of Dongfeng Motor Corporation, China ChanganAutomobile Group Limited by Share Ltd, China Heavy Vehicle Group Limitedcompany, Chery automobile Limited by Share Ltd and Zhejiang Geely Holding GroupCompany Limited （integrated）is lower than the average of0.860. Through thefurther analysis found, the overall effectiveness of China Limited by Share Ltd,Changan automobile group Beijing Automobile Group Limited, China Heavy VehicleGroup Limited company, Chery automobile Limited by Share Ltd, Zhejiang GeelyHolding Group Company Limited and Weichai Holdings Limited is not only becauseof its pure technical efficiency and scale efficiency is poor. Their scale efficiency areclose to1, but have not reached the scale efficiency optimal. Compare to otherenterprise in samples, it not difficult to find that domestic enterprises are often in puretechnical efficiency and poor performance；because of their advanced technology andabundant capital, joint venture often shown as pure technical efficiency and scaleefficiency better. It also requires domestic enterprises upgrade the technological levelof enterprises in the process of investment constantly, in order to achieve the bestoverall effectiveness.Finally, this paper puts forward the measures to enhance the competitiveness ofautomobile industrial clusters in Jilin province. Namely, by improving the industrial cluster in automobile production enterprises （comprehensive） technical efficiencylevel, cluster within the automobile production enterprises pure technical efficiencylevel and the cluster core enterprise performance level, the competitiveness ofautomobile industrial cluster in Jilin province has been promoted.
