On The Inclusive Growth In Scientific Development

With economic development and social progress, people’s concept of "growth has evolved from purely economical growth to Broad-based growth, and then to Pro-poor growth and inclusive growth. Since the foundation of the Republic of China, we have, in the mode of growth, dedicated to industrial and economic growth when implementing the traditional industrialization strategy; we have adhered to GDP-growth-oriented pure economic growth since the implementation of reform and opening-up policy; and guided by scientific development view, we have turned our focus from extensive growth of economy to intensive growth of economy. In2010, at the5th APEC ministerial meeting for human resources convened in Peking, president Hujintao put forward the concept of inclusive growth in his keynote speech, arousing broad concern in domestic academic circle. The theoretical significance of research on inclusive growth is to analyze the imbalance of economic and social development in China and conflicts with other countries from the perspective of Marxist socialist theory, in the hope that an effective and realistic way for inclusive growth can be found to drive our great cause of socialist modernization.This paper adopts the methodology of historical materialism and dialectical materialism, borrows the researching paradigm of system theory,"country-society" theory and modernization theory, and combines macro research with micro research, combines key research with general research and combines history and logic.Firstly, the definition of inclusive growth. Inclusive growth is people’s theoretical generalization and prospective thinking about problems concerning their survival and development. It is the general status in which political, economic, social and cultural development depend on and help each other. It is the physical reflection and further development of scientific development view, as well as the realization of a harmonic society. It demands us to adopt a new mode of thinking to solve various differences and problems in our society, and in the same time provides us a new way to deal with international affairs.Secondly, the theoretical and practical basis of inclusive growth. This paper analyze the necessity, feasibility and practicality of inclusive growth in China’s social and economic growth. China has experienced a hard and arduous history in its social and economic development, thus its choice of inclusive growth strategy has its necessity, feasibility and practicality. In transitional period of growth mode, inclusive growth is an inevitable choice to solve imbalances like widening wealth gap and ensure coordination of social and economic development. China has gathered rich experience in practicing scientific development view and building harmonic society in this century, and inclusive growth has become the common choice of different countries in the mode of growth. These all provide us feasibility and practicability in choosing inclusive growth.Thirdly, the theoretical content of inclusive growth. This paper analyzes the theoretical content of inclusive growth in line with requirement of social, political, economic and cultural development. In social development, inclusive growth is characterized as improvement of social equality, so as to ensure that those in developed and undeveloped areas, as well as the rich and impoverished, share the profit of development; in political development, inclusive growth is characterized as the integration of democracy and rule of law, so as to ensure that the government and the public support each other; in economic development, inclusive growth is characterized as sustainable development of population, recourses and environment, as well as the balance of efficiency and equality, balance of a rich country and a rich public, the balance of economy and society and the balance of social welfare and economic development, so as to ensure the scientification of economic development, rationalization of industrial structure and improvement of people’s livelihood; in cultural development, inclusive growth is characterized as guidance of Marxism in ideological field and diversification of social ideologies, so as to ensure the co-existence of different cultures, the combination of traditional and modern cultures, the combination of foreign and domestic cultures.Fourthly, the means of realization for inclusive growth. After clarifying the theoretical content of inclusive growth, this paper puts forward some counter-measures and means for practical problems in China’s development. The means of realization for inclusive include thinking innovation, system innovation, technology innovation and methodology innovation.In thinking innovation, inclusive growth is aimed at development. It demands us to transfer from one-way and exclusive thinking to thinking modes. In another word, it demands us to establish a human-oriented mode of growth, advocate the concept of social equality and help the public to develop an tolerant attitude.In system innovation, inclusive growth emphasizes the homogeneity and equity of system insurance for development rights. In another word, it demands us to realize the harmony between different social ranks by way of system arrangement, including the following measures:regularizing system frame, so as to realize inclusive growth of social order; improving social rules, so as to realize inclusive growth of social equality; strengthening system innovation, so as to ensure inclusive growth of public rights.In technology innovation, inclusive growth encourages development, promotion and application of information technology. The process of inclusive growth is the process of technology innovation providing technological and intellectual support to social and economy development, and in the process of technology innovation, dominant values help to transfer our economic growth from resources-dependent mode to technology-driven mode.In methodology innovation, comprehension and coordination are the most common methodology principles of inclusive growth, the view of people-orientation is its most important worldview and methodology, and comprehensive planning is its basic means of realization. Inclusive growth has to see the overall picture and solve outstanding problems concerning people’s interests at the same time, so as to realize economic growth and cultural co-existence based on individual differences.Fifthly, the prospect of inclusive growth. Inclusive growth has its scientific theoretical and practical basis, and it is a justice rule and value orientation raised by mankind concerning their common interests and development issues. It gives an answer to the relationship between human and nature, human and society as well as human and itself. However, people’s accumulation of knowledge has no end, and the theory of inclusive growth is only an initial success in the process of human exploring nature, human society and law of thinking. After realizing inclusive growth, mankind are sure to continue their way of exploration from the realm of necessity to the realm of freedom.
