A Study On The Ethical Problems In The Development Of Tourism Resources In China

Along with the rapid development of modem tourism about30years since the reform andopening up, China has become one of the world’s tourism countries. Tourism as one of the mostintimate activities in modern human life, which not only led to the development of the regionaleconomy, but also to boost the role of cultural exchanges between different regions. Thedevelopment of tourist resources，as the key element in the tourism development, is paidattention to by more and more people. In China, the operation in tourist resource developmentobtains positive and remarkable achievement，but in the same time，it appears some unhealthysocial phenomena, such as environmental pollution, destruction of the landscape, ecologicalimbalance, the outstanding cultural tradition was dismembered etc. These phenomena, deviatefrom the norm of morals，injures the harmonious relations between human and nature，misunderstands the cultural tradition and not good to the exploitation of tourism. To improvethe quality of the tourism resource developers, to improve the government management oftourism resources development and reinforce social supervision of public opinion on thedevelopment of tourism resources is the route one must take to solve the ethical problems in thedevelopment of tourism resources. The ethical demand of reasonable development of tourismresources, that is to achieve sustainable development, the unification of economic benefit, socialbenefit and ecological benefit, maintain the intergenerational justice, adhere to the harmoniousdevelopment of man and nature, and carry forward the excellent traditional culture. There aresome ethical problems in the deploitation of natural tourism resources, for example: theexcessive development of environmental capacity, lead to ecological imbalance; waste of naturalresources, damages to the intergenerational equity; neglect of development management, hasbrought environmental pollution. Ethical problems in the development of cultural tourismresources: lack of deep cultural construction, fabricating "culture" fictionally; catering topsychological adventure of the tourists, spreading decadent culture; excessive commercialdevelopment, distorting the traditional culture. The reasons for ethical problems in theexploitation of tourism resources namely：Tourism resource developers only pursuit economicinterests and ignore social benefits, lack the sense of responsibility,one-sided pursuit profitmaximization, that is, short-sighted, lack right awareness and understanding of outstandingculture; Local protectionism appears in government departments, development approval is notstrict, lack of scientific and effective regulatory constraints, macro-control functions is not strong;social supervision of public view on the deploitation of tourist resources is not perfect, the newsmedia can not guide the public opinion rightly, the role of social public opinion supervision is weak.The countermeasure to solve the ethical problems in the exploitation of tourism resourcesare as below: to enforce the moral education, ecological ethics education, improve the tourismresource developers own quality; eliminate local protection, examine and approve strictly, toincrease supervision of law implement, improve the government administration of tourismresource development; give full play to the news media guide public opinion, strengthengovernment supervision, to encourage people to supervise the development of tourism resourcesand ecological conditions, strengthen the social supervision of public opinion on thedevelopment of tourism resources. Development of tourism depends on the construction oftourism destination and tourism resources development, tourism resources development is notonly a resource into system integrated technology products, is more of an ethical practice. Howto follow the ethical requirements in the resource exploitation process, to achieve the sustainabledevelopment of tourism is one of the key problems in the coming development of tourismresources.
