The rapid development over the past twenty years has brought Shanghai Development Zones to a bigger development space in an orderly way. The development zones growing up with multi-level structures not only meet the demand of management mode and industry orientation, but also of development scale and resource distribution. A reasonable pattern has taken shape, showing that Shanghai development zones are complementary to each other in healthy competition. The statistics in 2009 mark the great achievements made by the existing 41 Shanghai Development Zones. They cover about 10% land area in Shanghai and account for 51% industrial output value,49% industrial tax revenue,39% industrial profit and 17% employment. The rapid growth has an invaluable effect on Shanghai economy. However, after twenty years plus, these development zones now are facing a series of bottlenecks on the aspect of industry, policy, capital, resource and system. Meanwhile, the global economic downturn and decreasing export market make Shanghai Development Zones confronted with severe challenges. This paper systematically elaborates the history and current situation of Shanghai Development Zones, takes two successful examples of Silicon Valley of US and Yulang Industrial Zone of Singapore, illustrates the development opportunities in " 12th Five-Year Plan ", external challenges and significance on Shanghai economic development, advises to reshape the development orientation of Shanghai Development Zones in the future.
