"Low carbon economy" was put forward in2003, which has caused wide response and heated discussion. The reason is that the global economic development has fallen into a state of unsustainability, promoting countries around the world to dedicate to adjusting economic structure and transform the mode of economic growth. Under this background, Low-Carbon Transformation of Industrial Structure is expected to appear, which refers to promoting the change of production methods in high-carbon industries and developing the low-carbon industries through the technical innovation and the application of market mechanism in order to reduce energy consumption and carbon emissions and alleviate the contradiction between economic development and the environment.The traditional mode of high energy consumption, high pollution and high emissions has resulted in rapid economic development over the past thirty years of China’s reform and opening to the outside world. But this mode of economic development has caused excessive consumption of resources and excessive emissions of greenhouse gases, which has not only restricted the speed of China’s economic growth but also brought about bad effects for our living environment. Under this premise, the low-carbon economic mode, with the characteristics of low energy and material consumption, low pollution and low emissions, has become a new option for transforming the mode of development and attaining the goal of sustainable development.Based on this perception, this article deals with the advance of Global Climate Change and the efforts made by the international communities, analyzes the difficult situation in global climate governance and the intention of some developed countries to force the developing countries to take emissions responsibility indirectly by taking unilateral trade measures. In order to attain the emission reduction targets promised by our government and the need of sustainable development in economy, China can only depend on the reduction of energy intensity and carbon intensity under the condition of limited change of population and the increase of GDP along with the economic growth.That is to say, Low-Carbon Transformation of Industrial Structure has become China’s inevitable strategic option for adjusting its present industrial structure and transforming the mode of economic development. But low-carbon development in China’s economy has been seriously restricted by the following five aspects which has become a barrier for China’s Low-Carbon Transformation of Industrial Structure. These include industrial structure with the basis of heavy chemical industry, energy structure dominated by fossil energy, low efficiency of energy usage, apparent lack of low-carbon technology innovation and imperfect policy measures.Some developed countries and regions in Europe, America and Japan started to develop low-carbon economy at an earlier time and have explored and practiced in industrial low carbon and the development in new energy. Some successful experience and policy measures in developed countries are worth our learning and reference in strategy planning, law guarantee, technology innovation, energy development, policy control and low-carbon education, In combination of China’s economic development and energy resources endowment in the process of China’s Low-Carbon Transformation of Industrial Structure, technology and market mechanism should play an important role in reduction of carbon emissions. And the specific means of realizing the low-carbon industrial structure would be low-carbon technology innovation, the application of market mechanism and the upgrading of the industrial structure.
