When China’s economic reform has gone through30years of eventful years, the city’s state-owned enterprise reform has achieved initial results; rural economic and social trend becomes the key issues of deepening reform. China’s agriculture where to go? China’s rural where to go? Chinese farmers will become what kind in the coming decades? These complex "three rural" issues are closely related to the nature and most central problem—the rural land property rights system. Therefore, using the modern property rights theory, reasonably definite and arrange rural land property rights, building a set of rural land property system that compatible with China’s social and economic development, become the focus and necessity of the current rural land property rights system reform.Empirical study is the basic way of studying economic history. This paper takes Taihe County in the northwest of Anhui as the research object, made a multi-faceted, multi-level study on rural land property rights system of Taihe County since1947, in addition to the Introduction and Conclusion, the text is divided into four chapters:The first chapter makes a brief review on Taihe County’s rural land property rights system changes and its performance during1947-1956under the farmers ownership stage, pointing out that there is no necessary link between land privatization and social systems, social forms and ideology, in the case of reasonable design, it can be compatible with socialist system and public ownership coexist. The second chapter makes a brief combing on Taihe County’s rural land property rights system changes and its performance since1956under the collective ownership stage, pointing out that the most fundamental choice of the rural land property rights system should be the choice of incentives, solely on ideology as the goal of rural reform often can not reach its intended target. The third chapter mainly from the farmers’ awareness of land ownership, land adjustment, land expropriation, the farmers’ burden, land circulation, rural governance these six aspects to explore and analyze the main defects of Taihe country’s rural collective land property right system in practice whcih under the household contract responsibility system, pointing out that Taihe County’s rural development relies on a relatively weak property rights-collective property rights, which is the root cause of the Taihe County, and even the whole country "three rural" and many other issues. Dialectically thought but also in this chapter, since the reform and opening-up, Taihe County rural land property rights’ structure has been continuously strengthened along the farmers’ land property rights in the direction of the evolution, the national land policy point’s direction is more on farmers, obviously presents continuously strengthen farmers’ land property characteristics. The fourth chapter on the basis of former three chapters study, fully learn from foreign typical nation’s beneficial experience of rural land property rights system construction and academic thought essence of the rural land property rights system reform, putting forward Taihe Country and even the whole nation can consider to maintain the current situation of the rural collective land ownership in near time, by strengthening the farmers’ land property rights and "dilution" farmers’ collective ownership of rural land, thereby enabling rural land tends to become the real property of the individual farmers.Finally, the article points out that the industrialization and urbanization has become the mainstream of today’s China, despite the importance of land for farmers seem to have declined significantly, but we still can not evade the "land is China’s largest political" society proposition. Therefore, studying of China’s rural land property rights system, not only to solve the current economic and social problems, but also to promote the virtuous innovation and healthy development of China’s political, in order to achieve national prosperity and prosperity, the long-term stability of society and people’s happiness well-being.
