| Technical progress has become the most important characteristic of the global economic and social development, various commercialized technologies have been emerging which can bring revolutionary change to traditional markets, and the succession cycle of technology or product has been continuously shortening. As one of the core powers of industry growth and market expansion, technical progress will have great influence on many national economic activities. One of the important aspects is that it has changed a lot of original economic characteristics of traditional natural monopolized industry, which affected the structure, conduct, performance of market and regulation policy. This problem caused many scholars, enterprise managers and government officials into in-depth thinking.All of the traditional natural monopolized industries in China are in the period of reform and transition. Because of the effects from technical progress and market demand, and the needs of industrial development, all sorts of economic phenomenon frequent, many researchers devote attention to the reform of traditional monopolized industries in our country. As a public infrastructure and high technology industry, the telecom industry has important significance in the development of national economy, social life and national economic security. Since China’s reform and openness, especially since the1990s, the telecom industry has been the most dramatic reform, the fastest growing market, and the most rapid technical progress industry of China. Experiences in its reform and development provide valuable material for the study of industrial organization and regulation theory, and become an important empirical study field. To summarize and conclude the basic experiences and lessons from the telecom industry’s reform and development, will be not only important to the sustainable development of itself, but also has rare value to the study of industry economics.The main content of this article is as the following parts:Firstly, it’s the instruction and literature review, including chapter one and chapter two. This part is amid at expounding the defined notion, the study background, the research significance, main content and the method. In chapter two, this article comments on the relevant research’s findings, sorts and reviews the regulatory theories, the influence of technology advancement and related measurements.The second part is theoretical basis, containing chapter three mainly. In this part we state the TRM(SCP) industry analysis framework and discuss the application of this framework in telecommunications industry.The third part is theoretical practice of this study and chapter four is the main one. It instructs the telecommunications industry’s reform, development and the policies evolution path in China. At the same time this chapter comments on the China’s main telecommunications means.Part four is empirical study part, including chapter five, chapter six, and chapter seven. In this part, it uses the DEA method and metrological examination synthetically to measure the provincial rate of technical progress of telecommunications industry, and uses convergence test method to do the empirical research on the convergence characteristics of technology succession and telecom business growth, which is from the perspective of industry technology progress and technology succession mainly. After that, this part dose the analysis and measurement on industry growth momentum.Part five is policy analysis and theoretical summary part. It is chapter eight and chapter nine. Through the comparison of telecommunications development with other countries, it argues adjustment path of our country telecommunications industry control policy; Based on the analysis of telecom network integration of technological progress, on the other side, it confirms that technological changes decides market structure and the regulatory reform of theoretical framework.The experience of innovation and development in domestic telecommunication industry has provided valuable sources for the theoretical research of industrial organization and surveillance theory. The traditional industrial analysis has not technically mentioned the market structure is decided by which kind of factor, but simply induces some influencing factors as external conditions or basic conditions. Based on the analytical consequences, this essay will provide the basic conclusion about the potential impact that external environment and a new round of restructuring has on production efficiency in telecommunication industry. What’s more, the essay can also provide a reference for the promotion of production efficiency and innovation in China’s telecommunication industry.(3) The aspect on analysis and measures of character of economic growth in the telecom industryIn the literature of the past period, few scholars conducted direct empirical measure research on the character of business growth in telecom industry straightly as a result of lacking effective analysis tool. While this article analyses the influence of technology innovation and business innovation on telecom business growth and the level of overall development, and investigates the convergence of business growth, also conducts a empirical research on the influence of the technological progress on Industrial law of development and business life cycle, with the aid of convergence research methods in economic growth theory and collecting the relevant provincial panel data of the business development in Chinese telecom.(4) The aspect on the growth dynamic in the telecom industryChina’s telecommunications industry has been a lack of statistical data of capital stock, it leads to the previous studies on the growth of the telecom industry’s being not accurate enough. We’ve collected a series of related development data of the telecom industry from1978to2010, and calculate China’s telecom industry capital stock anew; Objectively quantizing system reform factors, introducing institutional factors in the expanding CD production function model, and considering the macroeconomic factors,and then doing measurement test on the growth dynamic in the telecom industry and calculates the contribution rate of various factors, in order to provide feasible policy Suggestions on the sustainable development of the telecommunications industry in China.(5) The aspect on analysis of regulatory policyDue to well consideration of the technical factors and present situation of market development, this article reconsidered about the train of thought on China telecom regulation reformation, and proposed a new path of regulatory reform; This paper analyzes the network integration in the telecommunications of technological progress and the inner relations of interest parties in network integration, on the other side to test and verify the theoretical framework about that technological changes determine the market structure and regulatory reform, in addition put forward the corresponding suggestions. |
