Research On The Issue Of Citizenization Of Peasant-workers In The Process Of New-type Urbanization In China

With the raise and further development of the New Four Modernizations under the background of the in-depth promoting of new type urbanization, the research on peasant-workers’ citizenization should be advanced with the times. The aim of this paper is: find the new changes and the problems appeared, analyze the cause of the problems, find the approach to solve them via the study on the related documents of the new type urbanization, continue to push the process of the citizenization of peasant-workers in the progress of the new type urbanization sequentially.The paper is divided into four chapters: the first chapter describes the features of the times in the process of the citizenization of peasant-workers in the progress of the new type urbanization, including the features of the citizenization of peasant-workers, the contrast among the changes of the citizenization of peasant-workers, and the highlighted merits of the citizenization of peasant-workers; the second chapter concludes the problems faced with the citizenization of peasant-workers in the progress of the new type urbanization, including the dominant problem in the citizenization of peasant-workers, the conceptional problem of the citizenization of peasant-workers, the political problem of the citizenization of peasant-workers and the operational problem of the citizenization of peasant-workers, etc.. The third chapter analyzes the reason of the obstacles in the development of the citizenization of peasant-workers from three aspects: the integrity reason of social development, the political element of the national regulation, and the individual limitations of the peasant-workers; the last chapter is based on the analysis above, gives advices for the rationalization of the citizenization of peasant-workers in the process of the new type urbanization in China, that is, how to break the conceptional obstacles before the the citizenization of peasant-workers, how to adjust the peasant-workers themselves in order to wove into the city, how to implement differentiate settle-down policy, how to perfect the system of employment and entrepreneurship, how to promote the equalization of public service, how to deepen the reform of the land system, and how to strengthen the work on the citizenization of peasant-workers.The report on the eighteenth national congress has expressly presented the scientific thesis of " to conduct registration of rural migrant workers as permanent urban residents in an orderly way", which has promoted the development of the citizenization of peasant-workers to a certain degree. As a part of rural migrant workers, the research on the citizenization of peasant-workers is quite successful, but the process of the citizenization of peasant-workers in the progress of the new type urbanization in our country is still meaningful. Theoretically, the citizenization of peasant-workers in the progress of the new type urbanization is with distinct Chinese characteristics, it is also the complements and development of the related theories of the citizenization of peasant-workers; in terms of practical significance, the citizenization of peasant-workers in the progress of the new type urbanization in our country is the effective approach to transfer surplus rural labor force, and the increase of the population citizen also represents the improvement of the level of urbanization.
