Research On The Issue Of Farmers' Citizenship Under The Background Of New Urbanization

Urbanization is the inevitable process of economic and social development.At the press conference of the first session of the 12 th National People's Congress,Premier Li Keqiang clearly put forward the new people-oriented urbanization and highlights the significance of the well-organized farmers' citizenization.Similarly,19 th National Congress has pointed out emphatically that agriculture,rural areas and farmers are exceedingly fundamental for national interest and people's livelihood,thus it is indispensable to appreciate them as the highest priority for the party.Meanwhile,farmers whose citizenization is highly valued are more than critical factors for Three Rural Issues,which is likewise the fundamental national strategy at present.In the context of new urbanization,this paper has made a systematic research on peasant citizenization,including the redefinition of neo-rural migrant workers,the new urbanization's supporting role towards farmer citizenry,the achievements and difficulties of peasant citizenization based on investigation and statistics and eventually the corresponding countermeasures referring to the experience and lessons of the overseas citizenization.This paper is divided into six chapters,whose main content is as follows.Chapter one is background and significance.It focuses on the importance of farmer citizenization to new-style urbanization,public services equalization and social fairness and justice,and also covers the research status from scholars at home.Chapter two is theoretical basis of farmer citizenry.It chiefly studied on the theory of population flow of Marxist and western economics and the inevitability of agricultural labor force migration.Chapter three is an analysis of the mutually-reinforcing relations between new urbanization and farmer citizenization and also the significance the former to the latter.Chapter four is the experience of overseas peasant citizenization and in this chapter,typical examples of farmer citizenization in several developed and developing countries are taken to mirror the peasant citizenship issues in China.Chapter five is the problems and its causes of farmers' citizenization in China.It mainly concentrates on the progress and also the causes to its current problems of farmer citizenization in the process of the new-type urbanization.Chapter six eventually proposes the countermeasures and suggestions to the promotion of farmer citizenization.
