Low-carbon Development is become a develop direction of global in the future.At the end of2009, China proposed officially to reduce the intensity of CO2emissions per unit of GDP in2020by40to45percent compared with the level of2005, which facilitates the Low-carbon industrial development to be our strategicchoice of industrial development mode transformation. Reduce CO2emissionsthrough incorporating low-carbon issues into the Industrial Policy StrategicEnvironmental Assessment (SEA) and the decision-making process in China is boththe requirement of SEA’s system perfect and the demand of advancing Low-carbonindustrial developmentAs the theoretical basis of this thesis, the special connotations and characteristicsof low-carbon development and Low-carbon industrial development and IndustrialPolicy in China are firstly discussed. For explaining the needing of the IndustrialPolicy Strategic Environmental Assessment The article reviews the industrial policyphylogeny and analyzes the fuction of industrial policy in the industrial developmentand social-economic.This article analyze the Industrial Policy SEA’s connotation and socialfunction.Futhermore, the paper discusses Low-carbon industrial developmentfeasibility by the Industrial Policy SE’s on putting the national development strategiesand low carbon policy into effect, as well as its institutional dominance andtechnological advantage to facilitate the low-carbon development.As the work basis of the Industrial Policy SEA, the paper analyze theenvironmental empact of Industrial Policy. What’s more, after comparing theconnection and diversities between the Industrial Policy Strategic EnvironmentalAssessment (SEA) and continuable development thought, this thesis discusses thedirection of theoretics and practices to the Industrial Policy SEA by the continuabledevelopment thought.After comparing the connection and diversities between the Industrial Policy Strategic Environmental Assessment (SEA) and Project–level Environmental ImpactAssessment, a context-special technological framework of Industrial Policy SEAintegrated with the Low-carbon industrial development issues is demonstrated,including policy analysis, key issues identification, target scoping, indicator systembuilding and reachability forecast. The Low-carbon industrial development potentialintegrated with low-carbon should be paid more attentions in the Industrial PolicySEA process. In the interest of analyzing the Low-carbon industrial developmentpotential from system factor and economy factor and society culture factor andtechnique factor, PEST model are proposed. Futhermore, the indicator systemintegrated with low-carbon should be build by the DPSIR model.in the IndustrialPolicy Strategic Environmental Assessment (SEA).At the end of this paper, an Industrial Policy SEA case is identified to validatethe feasibility, which is “SEA for Cement Industrial Development Policy”. Theanalysis of case studies shows it is practical to carry out the technological frameworkproposed in this article.
