Research On The Collaborative Mechanism Construction Of China’s Social Governance

In Third Plenary Session of the Party’s eighth, The Communist Party Of Chinastanding at a new historical starting point, to improve the social management at theheight of national governance from the national governance level, not only to adapt tothe request of Social Transformation Period, response to the serious reality of socialgovernance problems, but also fully demonstrates the state attaches great importance tothe social governance. Therefore, there is an urgent requirement to strengthen theresearch of social governance innovation.Since the new century, the task of our society governance increasing heavily, thetraditional pattern that government as the center of an element type social governancesystem has not been able to meet economic and social development requirements. Thediversification of social governance and coordination will inevitably become the choiceof social governance mode. Only fully play a synergistic role in all kinds of socialgovernance, realize the complementary advantages and good interaction between thegovernment and the society, it can create “new pattern” of social governance ininnovation of system and mechanism. Therefore, there is an important value in thesocial governance innovation in coordination mechanism of social governance, and wemust strengthen the construction of social management synergy mechanism.Specifically, we choose to social governance coordination mechanism constructionfor the study, mainly for the study and discussion of the following five parts.Firstly, the introduction, mainly analyzes the reasons, significance, literaturereview, theoretical foundation, research methods, innovation, as well as the researchframe.Secondly, the connotation and the architecture of collaborative mechanism ofsocial governance, mainly from the social management synergy mechanism connotationand structure of the related concepts, the coordination mechanism, social governance operating subject and contents are discussed. Based on the social managementdevelopment for social governance as the background, social management coordinationmechanism as research object, starting from the connotation and structure ofcoordination mechanism of social governance, the paper explained the related conceptsof the coordination mechanism of social governance and operation subjects andconcrete content; in our current situation, themain operation objects of this mechanismshould include the party, government,social organizations, people’s organization,grass-rootsmassself-governmentorganizations,enterprises.Construction contents of thismechanism should include the government led mechanism, responsibility sharingmechanism, cooperation motivation mechanism, operation guarantee mechanism, equalconsultation mechanism, collective action mechanism, interest balance mechanism,information sharing mechanism, supervision and evaluation mechanism.Thirdly, we analyze the necessary of Chinese social governance coordinationmechanism construction. By comparing the three kinds of social governance system, theauthor believes that in the new historical period of increasingly heavy task of socialgovernance, the traditional government social system of a binary system has beenunable to meet the requirements of social development, and the diversification of socialgovernance and coordination will become the final choice of social governance practice.In this trend, the equilibrium point for all social governance subject in the field of socialgovernance, establishment of the cooperative mechanism of social governance subjectbecomes the core of innovation in the social management system. The author thinks thatfacing many changes in the period of social change, as well as, government failure,market failure and the pressure of non-government organization failure, forcing thesocial governance to choose a new and different road. And the development ofdemocracy provided direction for the coordination, given the strong vitality constructionof social governance coordination mechanisms needed. Meanwhile, collaboration has itsown mechanism of formation. Growth of society is one of the most important elementsof collaboration, which provides the most powerful support of Chinese socialgovernance coordination mechanisms.Fourthly, we stress on the main obstacle to the construction of the current socialgovernance coordination mechanisms. Everything has two sides, although theconstruction of social governance and coordination mechanism is an urgent need for theinevitable choice of China’s social governance, in this process inevitably faces a series of difficulties and problems, such as the traditional idea manacle, the conflicts ofinterests between coordination subjects, the development of a society is not mature, therelevant institutional arrangements are not in place and so on.Finally, we consider the strategy of China social governance synergetic mechanismconstruction. The social governance coordination mechanism crosses from theory topractice relying on sound coordination mechanism coordination of social governance.So the construction of coordination mechanism of social governance is the mostimportant content of social management collaboration and the priority among prioritiesin the innovation of social management system. The author thinks that the basic ideas ofestablishing a cooperation mechanism is updating governance idea of social governance,strengthening organization and leadership, strengthening system arrangement, cultivatecivil society, choosing cooperative mode, formulating specific methods, implementingthe operation security and implementation effect evaluation etc.
