Research On Micro-blogging Politic And Government Countermeasures Under Self-Media Age

Micro-blogging politic is a new type of worldwide social practice in the political democracy in the context of the information age. Micro-blogging marks the emergence of a self-media era, completely changed the pattern that the political opinion was dominated by the traditional media in the past, and has brought great challenges to the government. However, facing with this new pattern of public opinion, domestic scholars did not pay enough attention. It is at this level that the research of the micro-blogging politics and government Countermeasures under Self-Media Age not only has great theoretical value,but also has practical significance of particular importance.The first chapter of this article is introduction. In accordance with the guidelines of "awareness of problem", this article focuses on exploring the historical background and research value of micro-blogging politics. After defined some important concepts, this article comparatively analyses the research status quo at home and abroad, and point out that there is a big gap between China and foreign developed countries, for multiple factors, such as traditional gap between academic, political and democratic mechanisms.The second chapter discusses the management crisis of our government and its causes in the field of micro-blogging politics. Firstly, by empirical analysis, the article points out that the loss of the right to speak is the direct cause that micro-blogging politics challenge our government management. Secondly, the article points out that the expression legislation defects is legislative reasons which leads to micro-blogging politics challenging government management; and the anomie of power to run is its political reasons; and the lack of citizen participation is its administrative reasons; and the improper media guide is its opinion reasons.From the perspective of a comparative study the third chapter of this article examines the strategy of the Western countries to respond to micro-blogging politics. The article suggested that the legislation of freedom of expression is the system measures for western countries to cope with micro-blogging politics; through the judicial measures such as judicial tolerance of freedom of expression, in order to protect the micro-blogging politics, judicial consideration of the public interest to moderation micro-blogging politics, and judicial protection of private interests in order to prevent the infringement of micro-blogging politics are judicial measures for western countries to restrict micro-blogging politics; and through government micro-blogging, officials micro-blogging western countries developed their rational action for response to micro-blogging politics; and to the development of government micro-Bo is its; rapid response, agenda setting, media events to promote the media guide western countries developed their strategies of public opinion. Finally, in this part, the article summarizes four-point experiences from above measures that Western countries used to deal with micro-blogging politic, that are:took political democracy as its the moral high ground; took the rule of law as its internal rules; took public-private interaction as its action logic; and took opinion guide means as its media action.Starting from the fourth chapter, the article concentrates on the strategies to build response system of our government for micro-blogging politics, In this chapter, the article proposes that the government should change their concepts, take the concept of governance as the measure to break the "fences political", and occupy the commanding heights of the legitimacy of public opinion through administrative democracy; take the administrative decentralization, the privatization of public goods as measures to reconstruct the power structure of government; take citizen participation as measure to restructure the governance network, and standardize government behavior. Ultimately our country should weave a supervision network of law for the purpose of supervising the administrative action of administrative organs, administrative agencies, administrative officials, for the purpose of getting the trust of the majority of people at all levels of the administrative body, and for the propose of greatly reducing the possibility of micro-blogging politics.The firth chapter of this article suggests that our country should take legal regulations as legislative strategy for dealing with micro-blogging politics. First of all, we should improve the legislation of public opinion, that is, by the Constitution, the press law, as well as a legal system that matches it to build government Countermeasures legal system for micro-blogging politic. Secondly, our country should use the protection of the reputation, privacy and other indirect legal means to achieve the strategic objectives of the government response to the micro-blogging politics.The Sixth chapter of this article takes reasonable guide as an important means of government response to the micro-blogging politics. The article advocates the establishment of e-government, that is to construct government information network, network spokesman system, officials micro-blog and other measures to improve the transparency of the government, and to promote the communication of the government and the people, to take advantage of mainstream media for controlling the agenda setting of public opinion for the purpose of effectively guide of media for the micro-blog opinions; to use judicial evaluation of court for the purpose of standardization and legalization of micro-blogging politics.Finally, the article takes "The evolutionary path that towards the self-media age" as the title, and concludes the paper. The article consider that due to various response measures invalid, fatigue, So far the opposite has been happening in the the micro-blogging politics in our country.To change this unfavorable situation, our country must hold a three-dimensional, system and process-oriented opinion, and reform all aspects of existing concept of governance, legislation system, administrative power structure and operation of the media to meet the challenges of the self media age. Ultimately, we could obtain the trust of the people, resolve the crisis of public opinion on the base of further consolidation of the legitimacy and legality of government.
