"Internet +" has become one of the most popular words in 2015.the concept of "Internet +" is put forward in order to better promote the combination of Internet and traditional industries. Today networks has permeated into every field. This paper is focus on a newly developed form of political expression---micro-blog. It is an interaction between citizen and government to consult and discussion, so as to make government affairs transparent, get public opinion and achieve the democracy and science of works.Different from the former internet form, discussion political affair on micro blog is the consequence of latest development, having the advantages of grassroots, interactivity, real-time, fissionability. From the aspect of citizen, it is beneficial in broadening the channel of political participation in order to achieve citizen political rights and safeguard legal rights. As for government level, it is valuable to make scientific policy, improve administrative capacity, and meanwhile establish an efficient and clean government. Up to the social dimension, it helps settling social contradiction to maintain harmony and stability.The reason of the development of micro-blog can be contributed to sufficient law and theoretical foundation expect for the above-mentioned positive meanings. First of all, micro-blog has adequate legal foundation which conforms to requisition of constitution. Furthermore, micro-blog has sufficient legal basis which agrees with the people’s sovereignty theory and Habermas’ s public sphere theory. As a consequence, as emerging things have vigorous vitality, there is no doubt that micro blog will achieve a long-term development on the road of our nation`s democratic construction.Overall micro-blog has achieved optimum development.,but on the basis of the survey at home and abroad, it is found that the existences of digital gap, netizen participation disorder and formalism. These are all factors that push micro-blog into predicament, which include lagging behind of administrative consciousness, the sharp contradiction of during the transitional period, the impediment of citizens` expression, and lack of specific regulation. In order to solve these problems to achieve a long-term development, we should start with complete legal mechanism, establish system of micro-blogging, improve regular administrative and performance evaluation mechanism, build system of weibo spokesman, implement real-name system, achieve legal legislation, establish scientific regulation through administrative and criminal law, carry out universal law, improve netizen moral construction, strengthen the concept of public service personnel, improve network literacy, using technology to promote the development and monitor the development of micro-blog, innovate new idea of micro-blog, promote the combination of micro-blog and traditional method, and enrich the content of the weibo of government affairs, etc.
