The Research On Modernization Of Rural Governance Capacity In China At The Present Stage

The Third Plenary Session of the 18 th Central Committee of the CPC has established the general direction of the socialist system with Chinese characteristics,making national governance system and governance modernization ability be improved in a certain degree,it's the total aim to construct the socialism with Chinese characteristics,and a only way to promote the process of national modernization construction.At the same time,it is also a further innovation of the governance concept on the basis of the party's further improvement of grasping degree,which has brought great actuations to political stability,the harmonious development of society and other aspects.Countryside governance is an indispensable important part in national governance,the core problem of Chinese also exist in the countryside,especially for modernization of national governance,if the modernization of rural governance can not meet,the national modernization task can only be empty talk.Besides the ability of countryside governance is the key factor in countryside governance,the high or low level of its ability to modernization,will directly decide on whether modernization of countryside governance can be achieved,then it will have a profound impact on whether China can eventually achieve governance modernization.After the reform and opening up,rural governance ability modernization in our country has a larger improvement in the party and the government under the impetus of a broad range of measures,realizing from the traditional highly centralized management pattern,single control subjects,governance approach and tradition of "rule by men" to the modernization of the separation of management mode,multiple governance bodies,modern management methods and modern governance according to law transformation.Rural governance has made great progress in our country including stable economic development,which is more close to the target of modernization of rural governance ability.However,at this stage,new phenomena and problems have arisen along with the further development of economy such as lower rural social autonomy ability,intensified social conflicts in the process of rural governance,emerging rural cultural issues and so on.Under this background,we need to take measures such as getting rid of the administrative reform in vi llage committee,stimulating the vitality of social organizations,raising awareness and ability of villagers to participating in village governance,multi-agent collaboration between cohabitation and other measures in order to thoroughly improve rural social autonomy;at the same time,focusing on coordinating urban and ru ral development,alleviating social contradictions caused by urbanization,innovative institutional mechanis ms and strengthening the construction of rural rule of law are aimed at promoting a stable development of t he countryside and creating a favorable ambience for the development of modern governance;Moreover,w e have to further improve the countryside cultural theory,security,management,power and other system c onstructions so as to effectively play a strong role of culture in rural governance modernization process.
