City innovation ability is an important issue in contemporary research on innovation theory.There is crucial theoretical and practical significance in the research on city innovation ability.Based on experience from domestic and overseas and practice of Binhai new area in Tianjin, thecreative point of this research is to explore how to establish the system dynamical mechanism ofcity innovation ability from a new perspective, which is to apply machinery, electronic powersystem into social power system. The following main research work has been completed:Firstly, the engine frame of city innovation ability has been established and the research onthe engine model has been accomplished. First of all, using the terms and working principle ofengine, we have constructed the "Engine Effect Framework"; Secondly, on the basis ofdiscussion between city value income and city innovation ability, we have established theconceptual framework of city innovation ability and the "engine model" of city innovationability; finally, in view of the engine power system, we theoretically analyzed the logicalrelationship between each subsystem and the system dynamic mechanism of city innovationability.Secondly, the index system frame of engine effect has been established and study on thecomprehensive evaluation index system has been finished. First of all, according to "evaluationstandards of innovative city pilot" from ministry of science and technology, from the enginemodel we completed the design of the engine effect city innovation ability index systemframework; Secondly, in view of the framework design, we applied Delphi method to establish aset of comprehensive evaluation index system including a range of innovative investment;scientific and technological innovation, science and technology, innovation environment, lawsand policies, achievements, output and other cities innovation ability power system index.Thirdly, the simulation model of engine effect was established and study on the dynamicevaluation method was completed. First of all, by the help of computer simulation technique weanalyzed the intrinsic relationship between the system structure function and the dynamicbehavior, and comprehensively considering the engine innovation factors of the city, weestablished the mathematical model; Secondly, using system dynamics, we established the cityinnovation ability simulation model, and we also did some research on the development trend ofthe forecast system construction process and the completion of the dynamic simulation. Fourthly, we did the empirical study in Binhai new area in Tianjin and finished the engineeffect strategy research. First of all, beginning with the field research in Binhai new area inTianjin, we applied the system construction, system dynamics simulation model of dynamic andcomprehensive evaluation system into Binhai new area in Tianjin, and then we tested the validity.Secondly, in the light of the multiple leading role of Binhai new area in the the national strategyand new thinking and model, this research put forward the Chinese cities should choose engineeffect path strategy.Our research has developed into a set of relatively systematic and effective theoretialmethod system in the area of engine effect city innovation ability and has accomplished sometheoretical foundation for the further study in future.
