The improvement and perfection of the management system in private higher vocationaleducation determines the speed and scale of its development. Compared with the managementsystems of general higher education, private higher vocational education has bothcommonalities and particularities in addressing the external relationships between the privatehigher vocational colleges and the government, enterprises, markets and social intermediaryorganizations as well as various internal relationships such as among administrative system,school-running system, investment and financing system and the internal management systemof private higher vocational colleges. Based on the governance theories and the triple helixtheory, this dissertation focuses on the influence of these five elements upon the managementsystem of the private higher vocational education and then works on the problems andcountermeasures in the current management system.This dissertation consists of six parts. The first part, an introduction, leads into thebackground of this study, literature review, practical purport as well as the purposes, methodsand ideas of this research. The second part deals with the definition of some concepts andtheoretical analysis. Five key influential elements---the government, enterprises, markets, thesocial intermediary organizations and the higher private vocational colleges---are refined andproposed through the analysis of the governance theory and the triple helix theory. The thirdpart serves as a modest spur. Firstly it summarizes the development of private highervocational education in our country, especially its status quo in Shandong province. Then itanalyzes the management system from the perspectives of its administrative system,school-running system, investment and financing system and the internal management system.The forth part makes a deep analysis of the following problems in the private higher vocationaleducation on the basis of substantial proposals in the Chinese People’s Political ConsultativeConference (CPPCC) and interview researches. In terms of educational administration system,there exist problems like unclear legal status, incomplete management institutions, lacking ofrunning autonomy and clear investment property right. As to the school running system, theeducational training system lacks cohesion. There are many obstacles in the policy that thegraduate certificate can be used as professional qualification certificate and vice verse, whichhas been applied only on a very small scale. The combination of the government, enterprises, schools, institutes and applications is still in an embarrassing position. In terms of investmentand financing system, it has single channels, unstable funding resources, insufficient publicfinancial support and unreasonable structure of financial expenditures. In the aspect of internalmanagement system of private higher vocational colleges, its internal corporate governancestructure has not yet fully formed and curriculum construction is in short of specialty. The stafffeel unstable and keep changing their jobs. The causes of such problems are mainly manifestedin the following aspects: the immature private higher vocational education system---theinternal reason, the lag, absence and suspension of government policy---external reasons, andrestrictions from traditional views on education, talents, administration, and economy---mainlyfalse concepts. The stones of those hills may be used to polish gems. Enlightenment frommanagement system of private higher vocational education in developed countries may help tosolve the current problems in management system of private higher vocational education inour countries. The fifth part summarizes and refines the experience and enlightenments of themanagement system of private higher vocational education in developed countries by means ofcase studies from United States, Germany and other western developed countries. The sixthpart puts forward innovative countermeasures and suggestions to optimize the managementsystem of national private higher vocational education by using the experience of developedcountries for reference.The research on private higher vocational education is not only a theoretical issue but alsoa realistic one relating to the future development of our higher education and solutions tostructural contradictions of employment. This research argues that setting up managementsystem of private higher vocational education at the core of sharing high quality resources,information exchange and more scientific and effective social governance structure will bebeneficial to the healthy and sustainable development of private higher vocational education.According to the five-element theoretical framework, the government should actively create afavorable policy environment, the market should play a decisive role in the allocation ofresources, the enterprises should exert influence of demand orientation upon collegedevelopment, and the social intermediary organizations should serve as a key supporting linkin terms of integrating all social resources. In addition, the private higher vocational colleges,as the subject, should take initiative to explore solutions to internal management problems and construct modern university systems.
