Study On The Management Modes Of Forest Resources In The State-owned Forest Farms Under The Multi-Functional Demand Constraints

The main objective of this study is to build a series of forest resources management mode to meet the diverse needs of stakeholders and to investigate the factors that determine modes be chosen by the State-owned Forest Farms’managers. Firstly, by analyzing the State-owned forest status and historical management stages, we found the existing problems in the management and identified the perpective on research. Secondly, through defining the functions of the State-owned forest farms and the forest resources, a Maslow’s Hierarchy of Needs Theory was applied to define the the demands to the forest resources management. Thirdly, based on the multi-functional demands, a DPSR Framework Model and a Analytic Hierarchy Process were jointly applied to evaluate forest resources management behavior of 31 regions from 2009-2013. Fourly, through analyzing the constraint or symbiotic relationship among ecological protection, economic production, and social development management behaviors, a Three-dimensional Lotka-Volterra Model was used to design the management modes and their judgement criteria theoretically. Fifthly, a Binary Logit Regression Model was used to analyze factors, like characters and preferences of managers, affecting whether managers selected forest management modes or not. Sixly, based on the results of management behaviors’evaluation and modes’criteria, a Linear Regression Model was applied to calculate the constraint influence between management behaviors, and then the appropritate mode for each region was determined. Finally, based on the factors affecting managers mode selection, overall policy advices were put forward.The main conclusions of the study include:1) It is feasible to coordinated develop multiple functions of forest resources and satisfy diverse demands of stakeholders.2) Over the past five years, forest silviculture production capacity and social development capacity have been growing, ecological protection capacity has been rised fluctuately.3) Multi-functional demands forest management modes are divided into five types, which including "Leading Functional Demand Mode", "Protection and Production Mode", "Protection and Development Mode", "Development and Production Mode", "Protection, Development and Production Mode".4) Mode selection of manager is affected by their own and family status, forest resources situation, social and economic environment, functional demands preference, cognitive degree on the institution.5) "Protection and Production Mode" can be applied in 16 regions, "Protection and Development Mode" can be applied in 3 regions, "Leading Functional Demand Mode" can be applied in 12 regions.Five concrete suggestions are put forward. Firstly, improving the quality of forest resources and carrying out a forest management which based on the local conditions; Secondly, the State-owned forest farms should straighten out the management system, innovative the management mechanism, and enhance the support capabilities of financial funds; Thirdly, strengthening the construction of workforce, and improve the enthusiasm and initiative of staff and workers:Fourthly, implementing forest science and technology strategy; And finally, strengthening the rule of law to management forests.
