In the era of knowledge economy, as an important direction of cultural industries, cultural-creative industries have become an important driving force which improving countries’competitiveness and creating cities’brand. Because of the importance and particularity of cultural-creative industries, intellectual property protection (IPP) is essential in the development of cultural-creative industries.This paper builds a panel data econometric model by using the statistical data of30provinces of China to test the hypotheses which base on theoretical analysis. The results show that there is a nonlinear association between the strength of IPP and the development of cultural-creative industries.(1) There is a nonlinear relationship between IPP and innovation of cultural-creative industries, like inverted U-shaped which has a threshold. IPP will exert a positive impact on innovation below the threshold, inhibit innovation above the threshold.(2) There is a statistically significant relation between IPP and location quotients.(3) IPP has a positive influence on labor productivity by improving innovation.(4) No statistically significant relation is found between IPP and the economic growth of cultural-creative industries, while innovation is an indirect factor.The results also show that government actions exert a positive impact on the development of cultural-creative industries, so it would be better to build a New-IPP system which contains government actions. Based on the case of IPP system in Hangzhou cultural-creative industries and the experience from Britain/US/Japan/Korea, this paper gives some suggestions about IPP system in cultural-creative industries for the Chinese government.
